There just shouldn't be much going to the landfill any­ more," he said. Councillor Eugene Coburn felt very strongly that no fee should be charged until council sees how things are working out. Reeve Lee agreed saying, "You hope that people are co-operative and if they aren't in a few months then we may have to consider tough measures. The agreement would ensure the shared school would properly meet the needs of the up to 1,200 stu­ dents who may enroll. The HCBE set out the stipulation that the HPRCSSB or the Ministry would be responsible for any dislo­ cation costs to their board in order to create the shared facility. The board and Ministry would also have to provide funding for planning and development support for CHSS during the planning peri­ od. The plan was presented to the representatives for HPRCSS at a joint meeting held on March 8. Paul Carroll, director for the HCBE, says, "Both boards made presentations at the meeting and they were remarkably parallel. There was considerable agreement on the expectations of both boards." "There were only two or three items for negotiation and they were not major ones," he says. Two of the items concerned the manage­ ment and maintenance of the build­ ing and the use of the gymnasium. A senior administrator from each board would be appointed to meet from time to time to co-ordinate the joint operation, says Mr. Carroll. Mr. Carroll says a letter has been sent to the Minister of Education and Training, Dave Cooke, inform­ ing him of the boards' decision to co-operate and work towards estab­ lishing an agreement.
