HURON TRACTOR THE WSIKS THE CITIZEN, WEDNESDAY, DECEMBER 1, 1993. PAGE 23. Blyth to look at drain problem Two men appeared before Blyth council, Nov. 25 to discuss a drainage problem on their East Wawanosh property. The land which belongs to Her- man Reinink of Clinton and is farmed by John Reinink of RR1, Auburn, borders on the edge of Blyth at County Road 25. The men believe that the development of the village has contributed to the drainage problem, which is causing increasing concerns. John Reinink said that much of the land lies underwater and after investing full input in crops he has only gotten half the crops off. Reeve Dave Lee said that he had been out to look at the drain in dry weather and noticed that the catch basin was never empty. He won- dered whether it was possible that the drain was plugged. Mr. Reinink said that the town- ship drainage superintendent Gary Nicholson had dug up part of it and said it was open and in good condi- tion and running well. Continued from page 3 to a share totalling $326.66. Noting the excellent co-operation between the two municipalities, Ms Grubb said that the township was looking at a user pay system and reminded council that the village representatives on the arena board receive $600. As well, she said consideration should be given to the fact that East Wawanosh has been sharing many Blyth facility costs, such as the arena, fire and cemetery. "It's a municipality we work with," she said. Following Councillor Mason Bailey's comment that he felt when Blyth councillors decreased their stipend others would follow the example, Reeve Dave Lee explained that the representative has not asked for more. "This is simply to help out East Reeve Lee agreed that there is likely more water trying to get into the drain than there used to be before all the development, but still felt that there may be a problem. The men agreed to contact Mr. Nicholson for further investigation then would seek a solution with council to the problem if necessary. *** A motion passed to approve the first payment certificate in the amount of $53,998.03 to Nicholson Construction Ltd., for the recon- struction of Morris St. This is 85 percent of the contract price. Ten percent is to be paid before Dec. 31. *** A letter was received from the project engineer for the Highway 4 reconstruction stating that the vil- lage's estimated cost for the com- mon deep storm sewer would be $33,494. This share is to upgrade from King St. to the creek only. *** Wawanosh," he said. Councillor Eugene Coburn said that the increase in stipend was agreed to because the council felt the representative was doing a good job for them. "I feel concern though that East Wawansoh sets this then brings us in mid-stream," he said, adding that if there was to be any extra spent it should be to benefit the representative. Councillor Coburn made the motion that the resolution to increase the stipend not be rescind- ed and that $250 be paid to East Wawanosh with a covering letter saying that Blyth council is not sure that this was their responsibili- ty. The motion was seconded by Councillor Shirley Fyfe. Councillor Bailey was the only member who opposed the motion. Councillor Steve Sparling was absent.
