OMAF has new agricultural investment strategy Ontario's farmers and rural residents will benefit from the Rural Loan Pool Program, which will improve farmers' access to credit and encourage rural residents to invest in their own communities, Agriculture and Food Minister Elmer Buchanan announced yesterday at the Ontario Federation of Agriculture's annual convention. "By providing long-term, flexible credit with reasonable rates, the Rural Loan Pool Program will help give farm and rural communities the financial stability they need to build their own strong communi- ties," said Mr. Buchanan. Huron County MPP Paul Klopp, chair of the Rural Loan Working Group said, "The group made valuable contributions to the creation and development of this innovative program. It's important that the dollars generated by rural residents will be recycled into their own communities, enhancing job and business opportunities for farmers and other rural residents." Under the Rural Loan Pool Program, rural Ontario residents will be able to invest savings in Agricultural Guaranteed Invest- ment Certificates (AgGICs), which will be eligible for RRSP Paul Klopp, MPP for Huron and parliamentary assistant to Elmer Buchanan, minister of agriculture and food announced Nov. 19 plans for the implementation of field and horticultural crops research in the western Ontario area. This research will be conducted mainly at the Huron Research Station located in Stephen Township, but testing will also be carried out at a number of off-station sites in the region. Responsibility for the research is currently held by Centralia College of Agricultural Technology but will be transferred to Ridgetown College following the closure of Centralia College in May, 1994. "Research activity at the Huron Research Station will build upon the programs developed by the Centralia College", Klopp said. "The consolidation of the programs under one college will also help researchers at Ridgetown carry out this program in both southwestern and western Ontario. Variety evaluation and management studies will continue for white beans, corn, soybeans, rutabagas and other important field crops in the area, as well as for processing vegetables including sweet corn and peas. Water quality management studies initiated at Centralia College will also be continued, but with sites in both the southwestern and western regions. Weed management studies will continue at the Huron site and will feature expanded crop insect and disease studies in this area. Tentative plans also have been developed for an expansion of other field crop management studies that will initially focus on conservation and zero tillage systems for the production of white beans. A number of white bean and soybean varieties will be evaluated under these systems. The possibility of transferring the variety testing programs in spring cereals and forages from classification. The money from the sale of AgGICs will be "pooled" by the eligible financial institutions - participating credit unions and caisses populaires. Those pooled funds will be used within the community to make loans to farmers and other rural residents for agricultural or agriculture- related financing. Loans and mortgages to a maximum of $500,000 will be offered at reasonable rates to: cover capital costs associated with on- farm value-added ventures; cover capital costs associated with off- farm, farm-related, value-added ventures in rural Ontario; buy moveable farm machinery and equipment; consolidate farm debt; purchase farm real estate; and construct or improve farm buildings or land. The Rural Loan Pool Program is the final component of OMAF's Agricultural Investment Strategy, which offers Ontario farmers the stability of long-term tools for farm financial arrangements. "Helping farm and rural communities create jobs by helping them grow stronger and more diversified as a key goal of the Agricultural Investment Strategy," said Mr. Buchanan. The Ridgetown to the Huron location, which is closer to the main growing areas for these crops in western Ontario, is also being examined. These plans will have to be approved by the relevant industry committees which make research priority recommendations to OMAF. "We are pleased with the support provided by our industry partners in developing the priorities for research," said Mr. Klopp. "Producer organizations and agribusinesses have generously supported the programs at Centralia in the past, and they have committed to continuing this support in the future. We look forward to working closely with them so that our programs may reflect industry research priorities." One professional and two technical staff members have accepted transfers from Centralia College to Ridgetown College staff and will be located at the Huron Research Station. Ken Stevenson, a manager at Ridgetown has been reassigned to develop and manage the programs at the Huron Station on a full-time basis. In addition, it is expected that at least two seasonal staff and several summer students will also be employed to deliver these programs. The efforts of these staff located at the Huron Station will be supplemented by professional and technical staff from the Ridgetown station as required. A total annual budget of approximately $400,000 will be spent on programs operated from the Huron Research Station. Mr. Klopp noted that OMAF has also initiated consultation with farm organizations representing the livestock sectors and the veterinary community to review the needs of the industry from a diagnostic and epidemiology perspective. "I am committed to ensuring the continuation of diagnostic veterinary services in Huron strategy's first component, the Commodity Loan Program, introduced in June 1992, has already provided more than $45 million in loans to Ontario farmers. Other components introduced include the Education and Expertise Program and the Private Mortgage Guarantee Program. Negotiations for administration of the program are underway with participating credit unions and caisses populaires (CUs/CPs). Advice from local decision committees will help make community input an important element in the loan decision- making process. The program was developed in consultation with a Rural Loan Working Group which included members from a number of Ontario farm organizations. To help borrowers get the credit they need for new agriculture- related business and value-added ventures, OMAF is providing a partial guarantee on loans and mortgages qualifying for the program.
