MPP writes

People often get frustrated by the
amount of time it takes in our
political system to make decisions.
Last week's announcement by the
Solicitor General to replace the
Ontario Provincial Police standard
issue .38 revolver shows why some
decisions take time. This issue of a
replacement has been under
consideration for at least 12 years.
It was looked at by the previous
governments. At that time the
decisions was to retain the .38
revolver.
The Ministry of Labour has
entered into the question. A ruling
by the Ministry of Labour on a
complaint over the safety of the .38
revolver will not be appealed by the
Solicitor General. The Ministry of
Labour order sets out three
problems. While it is possible to
modify the .38 calibre revolver to
deal with the MOL findings
regarding accidental cocking of the
won and accidental discharge, it
is a technical impossibility to
modify the .38 calibre revolver to
make it safer to reload quickly. The
semi-automatic firearm does
address this issue.
The Solicitor General will
provide a plan on how it will
comply with the finding by Jan. 17.
The question is the selection of a
replacement, and also of cost and
training. This government has put
increased emphasis of training and
public safety. The intent of the
change of weapon is to provide a
more reliable firearm for police.
The Solicitor General will be
working with the OPP Association
on the selection and training. The
development of new firearm
training standards for police
officers will build on other training
initiatives already begun by the
Solicitor General. These are
training in using less than lethal
force, situational and judgement
firearms training and mandatory
annual firearm re-qualification.
