With the arrival of the fall sea-
son, Morris council received sever-
al reports on the recent upgrades to
drain as well as though planned .
Council was informed at the
Sept. 7 meeting that the culvert
replacement at Sideroad 25-26,
Conc. 5 was completed.
The petition submitted for the
improvements Bowes Drain was
accepted by council. Maitland
Engineering Services was appoint-
ed to prepare a report.
The Blyth Creek Drain improve-
ments were discussed by Gary
Nicholson with council. He was
also instructed to check the
improvements for the outlet of the
Morris Twp. drainage.
The Nichol Drain work has been
completed.
Council accepted the petition for
the repair work on McCutcheon
Drain.
Maitland Engineering Services
will be appointed to make the
improvements to the Bosman
Drain.
Council authorized BMG Com-
munity Centre to proceed with the
following: repair the 1976 Styar
tractor since parts are available at
15 percent off and purchase from
reserve a dishwasher suitable for
the catering groups' needs.
Council will consider the pur
chase of an ice surface machine,
after 50 percent of the cost is raised
through fundraising.
A recreation grant program is
available to municipalities with a
population of less 2000, council
was advised by the Ministry of Cul-
ture and Recreation.
Application forms will be sent to
all municipalities that qualify for
the $5,000 grant.

"Elections are battles for the trust
and confidence of voters, and the
old-line parties have.lost that trust,"
says Reform leader Preston
Manning.
Old-line parties have lost public
trust by telling people what's good
for them rather than listening to
them first, by not telling it like it is,
by saying one thing and doing
another, and by failing to provide
substance," said Manning. Manning
elaborated, on the last point: ''When
political leaders offer the public
photo ops as a substitute for
substantive policy, that erodes
public confidence in politicians and
government. Farmers all over the
country want a substantive
statement on agricultural policy
Liberals
release
action plan
The Liberal Party released its
action agenda to put Canadians
back to work. Creating
Opportunity, the document which
was released last Wednesday by
Liberal Leader Jean Chretien, and
policy co-chairs Paul Martin and
Chaviva Hosek, aims to put
Canadians back to work and
prepare them for the changing
market place of the 1990's.
"There is constant change going
on around the world...the private
sector needs the tools to adjust",
Martin states, adding that
government is the only mechanism
to aid in this re-tooling.
The Liberal document is a
specific blueprint for job creation
which would see government
expenditures of $5.3 billion in
education, research, and develop-
ment off set by $7.1 billion in
government cutbacks.
Huron-Bruce Liberal Candidate
Paul Steckle feels that the Liberal
document is a responsible agenda
for getting Canadians back to work.
"The Liberals have provided a plan
for recovery...and a policy that,
Canadians can put their faith in."
"This dodument covers all facets
of the Canadian economy. From
small business to agriculture, the
Liberals have provided a positive
direction for Canada in the 1990's."

calf. You can't take a photo op to
the bank. You can't plan next year's
operation on the basis of a photo

Manning compared the loss of
confidence in Kim Campbell's
government with a business that's
on the rocks: "When the Chief
Executive of a $160 billion
enterprise that's losing money at the
rate of $35 billion a year and that's
cutting back on essential services -
when that Chief Executive can't
provide a definitive plan for
controlling over spending and says
the books are in a mess, that erodes
investor confidence, consumer
confidence, public confidence, and
makes everybody's situation
worse."
"This erosion of public
confidence has reached such a
point thgyoters are going to say:
we don't care how long you've, been
in parliament, we don't care how
pretty your photo ops are, we don't
care if you are Minister of that or
even Prime Minister. If you will
not or cannot give substantive
proposals on the issues of
importance to us, you will be
replaced by someone who will."
According to Manning, "The way
for politicians to earn public trust
and confidence is to let the people
speak first, learn how to tell painful
truths in a way that wins respect,
and provide substantive alternatives
on issues of concern to voters."
Manning said that democratic
reforms like free votes in the House
of Commons, referendums, and
recall were important to earn the
trust of Canadian voters. "If you
want to get trust you have to give
it. Politicians have to demonstrate
that they are prepared to trust the
people by putting tools into the
hands of the people that will give
them some real control over the
political process and politicians."

Manning talks trust
the Morris Twp Recreation Com-
mittee.
The Recreation Committee will
grant: $1,500 to the Belgrave Com-
munity Centre Board; $500 to Wal-
ton Sports and $500 to Bluevale
Recreation.
Paul Josling, chief building offi-
cial presented a report to council.
A building permit will be issued
to Bill and Muriel Coultes for a res-
idence on John St. in Belgrave.
The liquid manure lagoon at
Steven Webster's has been com-
pleted and Mr. Josling will be
checking the fencing.
Councillor John Duskocy ques-
tioned the location of the manure
tank and the loading area for the
spreader.
Mr. Josling advised him the tank
was 175 metres from the creek and
therefore within the bylaw.
