Mr. Allen is part of the jobsOntario Training program which has matched more than 150 applicants with 100 employers throughout Huron County. jobsOntario provides money for training eligible workers in new positions or positions that have been vacant for six months. An employer can receive up to $10,000 for each new employee they add to their full-time staff number. Dale Good, Manager of W.G. Thompson Ltd., Hensall, says many new employees are hired on a trial basis to see if they will be suitable for the position. Since jobsOntario is able to complete contracts within a six week period from the time the jobsOntario eligible person is hired, it allows employers an opportunity for a two way probation period. When Mr. Allen started with the company earlier this year, the agribusiness community was concerned that the Algae are common aquatic plants present in streams, rivers, ponds, and lakes. Usually they are hardly noticeable. However, when conditions are right, algae can `bloom' dramatically growing in a large mat of vegetation that can cover the surface of a stream or river leaving it unfit for swimming and smelling unpleasant. When the algae eventually die, the decom- posing plants deplete the oxygen supply in the watercourse. This leaves the stream less capable of supporting fish and other aquatic life. "During July and August the Maitland Valley Conservation Authority (MVCA) receives inquiries from landowners concerned about algae blooms," said Anne Loeffler, MVCA water quality technician. "Unfortunately, once a bloom occurs nothing can be done to stop it. The bloom will stay on the river until it decomposes or until the next major rainfall raises water levels in the river and washes it away." Algae blooms are caused mainly by an excess of phosphorus in the water, noted Loeffler. The phosphorus acts as fertilizer, speeding the growth of the algae. Often blooms occur after abrupt changes in weather or when there is a particularly large amount of phosphorus in the water. Regular water sampling conducted by the MVCA show that phosphorus levels in the Maitland River are generally above those recom- mended by the provincial government for acceptable recrea- tional water quality. There are a variety of common sources of phosporus pollution in the Maitland River. These include washwater from milkhouses, sewage plant discharges and farm fertilizers. Most detergents used in milkhouses contain phosphorus. On average, 35 kg of phosphorus are discharged annually from a typical dairy farm. This is the equivalent to dumping 600 kg of laundry detergent into the river each year. Phosphorus in the form of farm chemical fertilizers gets into watercourses attached to eroded soil particles. At three locations on the Thames River it has been estimated that soil erosion accounts for half the total phosphorus pollution. wet spring might be an indication of another poor crop year, Mr. Good says. However, with a wheat crop just received at the mill, and excellent predictions for white beans, soybeans and corn, there is no doubt he will be a busy person this fall. New changes have taken place recently in the jobsOntario program allowing season businesses such as agriculture, tourism/hospitality, landscaping and construction, to include a normal layoff period as part of their contract. As long as the employer's intention is to give 12 months of work over an 18 month time frame, they may qualify for the program. The flexibility of the program also allows that half of the money received for training the new employee can be used towards training of existing employees, so other staff may benefit. There are many small sources of phosphorus contributing to this problem. As a result, cleaning up phosphorus pollution will require the cooperation of many people. The average homeowner can contribute to the solution by reducing the amount of soaps and detergents they use or by using soaps that are low in phosphates. On dairy farms milkhouse washwater can be properly disposed of through septic tank treatment trenches, or by directing the washwater into a liquid manure storage. Soil erosion can be reduced through the use of soil conservation practices such as reduced tillage, the use of cover crops, and crop rotation. The potential for phosphorus pollution can be decreased by reducing the use of chemical fertilizers and avoiding the over-application of livestock manure. The MVCA offers a variety of soil conservation assistance services. Through the CURB (Clean Up Rural Beaches Program), the MVCA also offers grants for milkhouse washwater disposal systems. CLEANING UP THE WORLD STARTS AT Algae blooms when the river turns green Three tenders were discussed by McKillop Twp. at the Aug. 3 coun- cil meeting, with regards to the pur- chase of a two way dump body, sander and snowplow equipment. Council accepted the bid by Champion Road Machinery Sales Ltd. for the total price of $43,412.50. A public meeting was scheduled for Aug. 18 to discuss a zoning by- law amendment application. The request for rezoning was made by DeKroon Farms Ltd. of W1/2 Lot 4, Lot 5, Cone 1. Excavation has been completed at the Manley and Bolton No. 2 municipal drain.
