"The special stickers allow the public and enforcement community to identify the personal vehicles of firefighters," said Pouliot. "We hope all motorists will ensure they don't block or otherwise impede accessibility to these vehicles, which may be needed to respond to an emergency at any time." The front plate stickers replace windshield stickers that have been used by some volunteer firefighters, especially in smaller communities and rural areas. The amendment to the Highway Traffic Act to permit the special plate stickers is the result of recommendations from a committee that included representatives of the Association of Fire Chiefs, enforcement agencies and the ministries of Transportation, Health and Solicitor General and Correctional Services. Local fire chiefs will administer the sticker distribution. The sticker will be removed when a vehicle owner is no longer active as a firefighter. "It's important to keep in mind that while there are no special • •11. • privileges associated with the sticker, we ask the public to co- operate to ensure firefighters can quickly respond to an emergency," said Pouliot. Ms Grier released the framework document, Putting People First, on June 16, which describes a mental health system centred on the needs of the individual. It also identifies the key community services that will help people remain in their communities, get the appropriate care in the appropriate place and avoid unnecessary hospitalization. "Our first priority is the severely mentally ill, because they are the most vulnerable," said Ms Grier. "We will transform a group of fragmented services to a strong co- ordinated system. We will see hospital and community-based services working together and put the focus on consumer/survivor initiatives." In many areas, reform has already started. The Hamilton Psychiatric Hospital, for example, now runs the Annex, a supportive housing program for people with schizophrenia. In other areas, like Simcoe and Toronto, consumer/ survivor organizations have set up employment programs to help people live in the community and maintain stable jobs. "Programs like these truly show what our vision of the mental health system is about," said Ms Grier. Firefighters get plate stickers On May 27 a light blue (dull finish) 1978 to 1982 car similar to a K car style pulled into the UCO gas bar at 192 Huron Street in Clinton and purchased $5 worth of gas. While the attendant pumped the gas, a male, 11 to 12-years-old, 4 foot tall with long sandy coloured hair entered the station and went towards the ice cream cooler. When the attendant had filled a five gallon Jerry can with gas, the youth exited the station and gave him $5 for the gas.
