Humphries Agricultural Representatives for Huron County The Ministry of Agriculture and Food recently announced that a budget of $10.8 million had been set for the fiscal year 1993-94 to cover tile drainage loans. As in the past several years, 10 year term tile loans will be available to farmers at an interest rate of eight per cent. Farmers may apply for the LESSER of: (a) amount applied for (b) 75 per cent of the value of the tile drainage work performed or (c) $20,000 annual maximum. In the past, municipalities have been given individual tile loan allocations or budgets. The allocation system is apj being used this year. Instead, tile drainage loan funds will be available on a first come, first served basis up to and including the Nov. 1 debenture date. After Nov. 1, municipalities must send or fax a copy of a the farmer's tile loan application to OMAF and wait for confirmation that funds are still available. When confirmation is received a tile loan Crop report good Continued from page 1 The edible beans such as the white bean, are also recovering well from the heavy rains two weeks ago, Mr Hall says. There are some drown out areas but over all the crop is looking excellent. He says the early winter wheat is beginning to turn colour. "The crop analysis found some areas of dis- ease because of the rains," says Mr. Hall. The first cutting of alfalfa is just about complete with the second cutting soon ready in some fields. Overall, Mr. Hall says the crops are doing very well but could still use more rain, especially in the southern section of Huron County. Though rain has been falling recently, it is disappearing into the ground. Mr. Hall says, "A day of rain is needed. The reserves of groundwater are getting low." The farmer must also notify the municipality when the work commences so an inspection can be done. Installation of a tile drainage system can also be done by the landowner and the work can qualify for a loan if it passes inspection. It should be noted that the GST cannot be included in the tile loan. However, farmers are eligible for a full GST rebate. Tile loans cannot be used for land improvements beyond the installation of tile drainage systems including the integral inlets and outlets. The total interest paid over the decade will be $9,805.90. A tile drainage system is considered by Revenue Canada as an expense in the year it is installed. It is recorded on line 316 of the Statement of Farming Income and Expense. In the year following installation, the interest on the tile loan is an allowable expense.
