Writer appeals to Klopp OPP have new devices to catch impaired drivers The Honourable David Christopherson, Solicitor General and Minister of Correctional Services today announced that the Ontario Provincial Police have acquired new roadside screening devices to assist them in the fight against impaired driving. "The OPP will be using new roadside screening devices which ; have recently been approved by the federal government, in OPP Reduce Impaired Driving Everywhere (RIDE) programs," said Mr. Christopherson. "These devices will help the OPP to enforce the law - drivers must be sober behind the wheel. Drinking and driving is a leading cause of death and injuries on Ontario's roads and improving road safety is a priority for my government." "The OPP are concerned about deaths caused by impaired driving," said Commissioner Thomas O'Grady. "Our new roadside screening devices will be valuable tools to assist our RIDE programs. We remain committed to reducing drinking and driving." Mr. Christopherson also said that the ministry will put into effect a program to assist with the costs of replacing roadside screening devices for the municipal police services which were using the ALERT model J3A before it was withdrawn from service in Ontario. The ministry will cover 100 per cent of replacement costs for the units and the police services will select the federally-approved device which best suits their needs. The ministry is in the process of finalizing the details of this replacement program and further information will be provided to the affected police service next week. On April 22, the -Ministry recommended withdrawal of the ALERT model J3A device after learning that the manufacturer niade modifications to some of the devices without authorization of the Attorney General of Canada. You can expect any of these programs to other colleges and yet they must work within their current budgets! You can't expect any of these programs to work if no one has the time or the capacity. Are you saying that OMAF has previously given too much money to the colleges and they've been severely inefficient in managing these? And what of the research? Are you going to move Ridgetown personnel to this area at a cost to the government and leave people who have worked at Centralia out in the cold. We live • here, this is our area of expertise and experience, we know this work. Furthermore, what's to happen to the research at Ridgetown? Surely you can expect that to suffer if the same people, budget, time, equipment, etc. have to look after both places. I would like also to respond to your claim that agricultural colleges are at 57 per cent capacity. You are either trying to mislead the public or you are totally unaware of the facts with respect to Centralia. Unaware because you refuse to look at the facts, or worse, cannot understand what you are reading. Two hundred (200) beds, 174 people sleeping in them. That's about 87 per cent of capacity. Add to that at no extra cost to the government more than 2000 children - yours (if allowed the opportunity) and mine who have been exposed to programs at the College, and an additional almost 2,000 adults who used programs offered at Centralia in the past year alone. The true definition of capacity, however, stems from the number of teachers, not the beds. Centralia has just the right number of staff to teach and supervise 174 students. This is evidenced by the overwhelming percentage of staff who have only been employed by short-term contracts. We are a very efficient college, Mr. Klopp. You and I are graduates of this College. You've been a farmer and you must know how difficult it is for young men and women who are needed at home to have to travel a great distance and live away from home to attend school. You must realize the importance of business education, and the ever growing importance of environmental education, espe- cially considering tightening legislation as applied to farmers. Can we teach the people who live in "that area of the most fertile and productive land in the province" when they have to leave it to learn? You know you won't save money with this move. Instead you'll have to pay for new construction, new employees, and a lot of social assistance which returns nothing in the way of dollars to the government. I can see the deficit go up instead of down. Ms Taylor stressed the need to meet new reality without losing what is valued most. If change is thrust upon members of the education system without any empowerment of the members to meet the changes effectively, then they are in danger of losing the heart of the organization, she said. Transformational leaders empower their people by helping them turn their dissatisfaction with the status quo into positive new visions for change, by' modelling their visions and by celebrating the successes in their organization. I don't know how you can ignore the people who put you in office. You're abandoning the people you represent. A leader is a servant to his/her people. Your loyalty to the ._ party is now in conflict with your loyalty to the people of this riding. You must choose for the people who elected you to represent them. You all know there is no reason to shut down this College and its associated services. I expect a response, but please, without "rhetoric". We got enough of that from Ms Burak on April 23.
