Wingham hosp. expands minimal surgery program
The Wingham and District
Hospital is expanding its program
in minimal invasive surgery.
This month, the first laparoscopic
hernia repair in Huron and Perth
Counties was successfully
completed by Dr. C. Omole.
Dr. Omole received his training
in these new techniques in larger
teaching centres in Canada and the
United States.
Hernia repair has been a major
surgical procedure requiring the
patient to be under anaesthetic for
about 1/2 hour in the operating
room. A small incision is made
and the laparoscope is inserted. A
light source and instruments are
passed through the scope to
perform the operation.
The benefits of this procedure are
reduced time under anaesthetic, a
much smaller incision and thus less
bleeding during surgery, and
quicker healing of the incision. All
of this results in less pain for the
patient and allows them to return to
work in about one week instead of
four - six weeks previously
required.

2. Operations of school boards and county
Further to note 1 (a) (11I) the taxation, other revenues, and requisitions of the school boards and County of Huron are comprised of the following:

3. Contributions to unconsolidated Joint boards
Further to note 1 (a) (II) the municipality has made a contribution to the Blyth District Fire Area Board of $ 14,991. (1991: $ 26,414) consisting of a levy of $ 9,591. and
fire calls of $ 5,400. (1991 levy $ 21,504; fire calls $ 4,910). The municipality's share of the fire area board's accumulated net revenue at December 31, 1992 Is $2,654.
(1991: $ 2,477).
4. Trust funds
Trust funds administered by the municipality amounting to $89,224. (1991: $ 90,316) have not been included In the consolidated balance sheet nor have their operations
been Included in the consolidated statement of operations.
5. Municipal fund balances at the end of the year
The balances on the consolidated statement of operations of municipal equity of $ 251,385. (1991: $ 151,683) at the end of the year are comprised of the following:

The total balance of reserves and reserve funds of $ 99,490 (1991: $ 98,031) consists of the following:

7. Contractual obligation — Ministry of the Environment
In accordance with a service agreement entered into by the Municipality in 1978 with the Ministry of the Environment, the existing sewage system is owned and
operated by the Ministry. The Municipality is obligated to meet all operating costs and repay the long-term liabilities related to these projects.
Included in the consolidated statement of operations are the 1992 charges from the Ministry of $ 117,235. The consolidated balance sheet does not reflect any assets or
liabilities pertaining to the sewage system except to the extent of service charges due to the Ministry.
Information received from the Ministry as at March 31, 1992 Indicates the following:

total outstanding long-term liabilities 48,500
The operating deficits and long-term liabilities indicated above are not reflected in the accompanying financial statements.
