Our goal has always been to
better manage your tax dollars. We
saw it last year, for example, when
we kept health care increases down
to one per cent instead of the
previous 11 per cent. People have
been saying they want change in
the way we spend money and we
were working towards it.
We knew revenue would be low,
however, it fell even lower than we
predicted. We knew that if we
didn't act now, there would be no
social programs left later. Like any
family's budget, we can't continue
to spend more than what we take
in.
Friday's expenditure reduction
announcements, the Social Contract
negotiations, and the upcoming
budget are reflections of this
situation. Each ministry has been
asked to ratchet down expenses, cut
duplication and manage the costs
we do have. Heart wrenching
decisions had to be made. We have
five agricultural colleges in the
province which are not running at
full capacity. How could we justify
this to ourselves and the public if
we really are serious about
efficiency and better management?
After taking into account locations,
capacities, and upcoming capital
expenditures needed, it was
decided that two colleges are to be
closed — Centralia and New
Liskard.
We are not slashing and cutting
without regard to the people. We
are trying to strike balances. We
have made some very tough
decisions. Some programs have
been cut and some services
reduced. Every effort has been
made to ensure that the burden is
shared fairly. No ministry in the
government and no region of the
province has been exempt from this
process.
As a graduate of CCAT and as a
neighbour and friend of those who
work there, I regret its closure
immensely. But Agricultural
Business Management which I
learned there taught me that if you
don't manage your expenditures
while you still have some room to
move, someone else will come in
and do it for you. I believe that this
expenditure reduction program is a
program to rebuild this province
and create jobs in the long run.

Clearing the air
THE EDITOR,
With the responses I've received
concerning my letter to the editor
April 14, (almost all of which were
very positive) I feel it's necessary
to clear up some facts that a few

House hosted by the Blyth and
Hullett Masonic Lodges, Sunday in
Blyth.
Some 45-50 people first attended
the Divine Church Service at Blyth
United in the morning then 80 vis-
ited the new Lodge rooms, above
the Blyth municipal offices that
afternoon.
Worshipful Master of the Blyth
Lodge Bryan Allan welcomed the
guests after which District Deputy
Grand Master John Elliott
explained the differences of the
Masonic uniforms. Past District
Deputy Denis Langridge from
Wingham gave an overview
between Masonry and religion.
Freemasonry is the oldest and
largest worldwide fraternity dedi-
cated to the brotherhood of man
under the fatherhood of a supreme.
Its traditions are traced back to the
17th Century when many guilds of
stonemasons, called "Operative"
masons, started to accept into their
membership those who were not
members of the masons' craft.
Although Freemasonry is of a reli-
gious nature, it is not a religion,
said Mr. Langridge.
Freemasonry is international in
scope existing in 164 countries.
The membership stands at five mil-
lion. Solicitation of members is not
done, but rather any man who
wants to join a lodge must be rec-
ommended by two members of that

A preliminary hearing date has
been set for a Cambridge man
charged with dangerous driving
causing bodily harm. The charge
was laid following an accident in
Blyth in February.
Aram Kassamanian, 30, made
his third appearance in Wingham's
provincial court, April 21. On May
19 he will elect whether he wishes
to be tried by judge or by judge and
jury. That is also the date for the
hearing.

First of all, I think it is an
excellent idea to have an arena
policy which ensures Blyth Minor
Hockey ice time at the end of the
season for OMHA playoffs. For
this, I highly commend the Blyth
Arena Board. I feel if there was
more flexibility in the hours that
Minor Hockey has access to ice
time (i.e. 2:00 - 7:00 p.m.) it would
be better for all parties concerned.
When there is ice time available
between the hours of 2:00 p.m. and
7:00 p.m., Blyth Minor Hockey
would be able to have that time for
the visitors states that any man who
becomes a Mason is taught a pat-
tern for living -reverence, morality,
kindness, honesty, dependability
and compassion. He must be pre-
pared to honour his country, uphold
its laws and respect those in author-
ity.

The Masonic Foundation is a reg-
istered charitable organization with
their playoff game without
disturbing any other functions that
may already be booked for that
day.
Plus, if the away team has a four
hour trip (which is unlikely) they
wouldn't have to leave home before
9:00 a.m. (for 2:00 p.m. game) and
this would allow them to be home
at a decent hour at night. Secondly,
and more important, I do not have a
vendetta against my brother. I felt I
had the right to say what had
happened. Had the same thing
occurred anywhere else I would
have handled it in the exact same
manner.

projects. It presently supports
Voice, a provincial organization
that assists hearing impaired chil-
dren. Financial help goes to Autis-
tic Home of Ontario, an expanding
organization providing homes for
small groups of adolescents with
this severe learning disorder
receive instruction and guidance in.
The Open Houses, according to
Mr. Elliott are to become an annual
event, an idea which has been used
by other lodges and is now gaining
general acceptance.
I don't understand why people
think that because Dave is my
brother I shouldn't be allowed to
say what had happened. I certainly
do not hate him (as one person
implied), in fact you couldn't be
further from the truth. Yes, I love
my brother dearly and nothing will
change that fact.
I think it is amazing how some
people can read into a letter exactly
what they want and miss the main
idea altogether.

THE EDITOR,
As new business owners in the
Brussels area, we attended our first
Business Association meeting
organized by The Citizen. The
turnout was quite disappointing.
Business is the backbone of a
small community. Future planning
through growth and joint
promotion is a necessity, with input
from town council members. Our
downtown needs revitalizing and
this can only be done through co-
operation and enthusiasm.
The guest speakers were quite
informative, full of ideas, with a
desire to succeed.
A suggestion for a future meeting
could be a consultant for core
revitalization plus a regional
council members for available
financial support for this type of
project.
Let's not give it up yet. See you
at the next meeting.

THE EDITOR,
Over the years, government has
added more and more programs
without real management of them
for efficiency. Our immediate past
government, which operated during
a robust economy want "hog wild"
without saving for a rainy day,
assuming that the money would
always continue to pour in.
Ministries and programs expanded,
and so did taxes and the deficit.
In the 1985 and 1987 elections I
talked about solving the problems
of duplication and waste — the
Liberals promised to fix it. Along
came 1990. When the NDP was
elected it became clear that long
term management planning had not
been practiced. This, together with
Free Trade meant a severe
downturn in the economy.
