Cardiff announces support for Kim Campbell

Upon questioning from Huron-
Bruce Progressive Conservative
members at their annual meeting
April 13, MP Murray Cardiff
revealed he was supporting Kim
Campbell for the PC leadership.
"I know all the candidates really
well," he told about 65 members at
the meeting in Blyth Memorial
Hall. "I've made my own decision
It was brought to Blyth council-
lors attention at the April 14 meet-
ing that the Public Liaison
Committee for the Huron County
Waste Management Master Plan is
in need of additional members.
Reeve Dave Lee noted that Blyth
was one of the communities fortu-
nate to have someone on the com-
mittee and was not sure what else
they could do. Carol Casey is the
Blyth representative.
Councillor Steve Sparling sug-
gested that perhaps an intentional
effort could be made, such as the
one done to find people for the vil-
lage's road committee.

A letter from the Ministry of
Agriculture and Food requesting
the village's participation and
recognition of Arbor Week, April
30 to May 9 was filed. Councillors
agreed that the letter had not been
received in time for proper consid-
eration or action to be taken.

No one from Blyth council will
be attending the Good Neighbours
Campaign in Toronto. While coun-
cillors agreed it was a good pro-
gram they felt it was less beneficial
in rural communities.
The theme for the conference,
which will be held in May, is on
cooperation between provinces,
municipalities and corporate spon-
sors in meeting the needs of indi-
viduals in a community.

Carmen Craig of the Huron Pio-
neer Thresher Association was pre-
sent to get council's approval to
proceed with Phase one of the
development at the north side of the
fairgrounds on an area of property
350 feet wide and 300 feet long and
an area 130 feet wide and 160 feet
long directly south of this along the
east side.

It's the first time he's publicly
announced who he's supporting but
he advised the delegates he didn't
expect them to follow his lead.

some difficult issues, she's never
walked away from them and has

The landscaping will involve
stripping and replacing topsoil and
moving approximately 4,000 cubic
yards of fill. A gravelled driveway
has been proposed running east to
west from the arena parking lot to
the westerly edge of the develop-
ment. Estimated cost is $10,000.
Mr. Craig added that the Associa-
tion hopes to begin work by mid-
May.

Council agreed to a request from
Blyth Community Play co-ordina-
tors Karen Stewart and Fran Cook
that the road be closed for 20 min-
utes to half an hour every evening
that the play is being presented for
one week.

A motion passed that Building
Inspector Paul Josling's attendance
Paul Klopp, MPP Huron,
recently announced grants totalling
$32,475 to support Blue Box
programs of the Township of
Howick and the town of Wingham.
The funds, announced on behalf of
Ontario's Minister of Environment
and Energy, Bud Wildman, are
provided through the ministry's
Municipal Recycling Support
Program.
"I am delighted to announce
these grants for the Blue Box
programs in Howick and Wing-
ham," Mr. Klopp said. "The people
of Huron County have a deep
commitment to the environment.
Through the Blue Box and other
innovative programs, we are taking
responsibility for the wastes we
create.
He also said more leadership
hopefuls could still join the race,
but that he wouldn't be one of
them.
He said now was an exciting time
to be in government, given the
upcoming leadership convention,
even though it has been a difficult
year.
"Unpopular decisions were made
but I believe they were the right
decisions for the times," he said.

Ms Grubb asked for council's
consideration regarding occupancy
permits for buildings, a standard
procedure in other municipalities.
"Let's get in the 90s, folks," said
Councillor Sparling prior to mak-
ing a motion.

outside summer worker for the vil-
lage.

Councillor Sparling suggested
that committee reports be written as
Councillor Shirley Fyfe has been
doing with the road committee
reports. Council agreed this would
decrease any chances for misunder-r
standing and could make regular
meetings runs more smoothly.
"Today, because of the hard
work of communities like ours,
more than 75 per cent of all homes
in Ontario are using the Blue Box
to recycle more than 420,000
tonnes of materials every year. Our
government is convinced that we
will reduce the waste going to
disposal by at least 50 per cent by
the year 2000."
The Township of Howick plans
to use its $18,810 grant to buy 25
household bins and to cover the
operating, capital, promotion and
advertising costs of its Blue Box
program.
Wingham has allocated $13,665
toward operating, promotion and
advertising costs as well as for the
purchase of 100 household bins for
residents who wish to join the Blue
Box Program.
"Now Brian Mulroney has resigned
and I have to say I was there when
he announced his resignation and it
was an emotional meeting. We
worked closely with him and we (.
the caucus) have to give him credit
for allowing us to vent our emo-
tions."
He said Mr. Mulroney had
always told the caucus he would
never serve more than two terms as
prime minister.
Though he has received many
calls from people who said they
were happy Mulroney has resigned,
there were also calls from people
expressing their dismay.
Mr. Cardiff was also questioned
about the GATT talks.
"I foresee they will conclude by
the end of the year," he said.
"There seems more of a will to
push the European community.
Another person asked him about
the North American Free Trade
Agreement (NAFTA) and the nega-
tive image it has.
"It's only natural that the media
focuses on jobs lost and not on jobs
gained," he said. "I just received a
letter from a business that created
50 new permanent jobs because of
the agreement but to get the mes-
sage out that it will create job is
extremely difficult."
President of the Huron-Bruce PC
Association, Tom Jasper of
Goderich, also addressed the audi-
ence.
He talked about the successes of
the past year including the Brian
Mulroney night which attracted
over 100 people from the riding.
"We were noted at the meeting
for having the largest rural atten-
dance," said Mr. Jasper. "It was
exciting to meet the prime minister
and contrary to news reports, was
wonderful inside."
He commented on the respect
Mr. Cardiff has earned by his fel-
low colleagues which he witnessed
in Toronto. "It's interesting to see
the high respect and regard for
Murray. We can be proud of him
because people were after him at
every turn for advice."
An election of officers was held
at the meeting with all positions
remaining the same as last year.
The upcoming PC delegate meet-
ing to be held May 6 at Wingham
Town Hall was briefly discussed.
President Jasper reminded the
group that six members, including
the association president, were
allowed to attend the leadership
convention as delegates but there
was no limit on audience atten-
dance.
