Education leaders tell Klopp they're 'bitter'

Education leaders lambasted
Huron MPP Paul Klopp and his
NDP government Monday for their
"callous disregard for financing
education in communities such as
Huron."
"We wonder how long it will be
before the people in this county
simply rise up in rebellion at this
shoddy and unfair treatment," said
Trustee Joan Van den Broeck to
Mr. Klopp at the Huron County
Board of Education office Monday.
In a 12-page brief, leaders of
teacher's organizations, employee
unions and public groups vented
their anger and frustration with the
NDP government.
"Your government is being finan-
cially unfair to Huron," stated the
brief. "Your government appears
intent upon dismantling and setting
the Ontario Public Education sys-
tem adrift."
It criticized the rush in which the
government mandated implementa-
tion of the Transition Years, berat-
ed the government for constantly
forcing local boards to pay for
provincially mandated programs
and faulted them for forcing the
education system to pay for social
programs that are the responsibility
of other provincial agencies.
It also called former Education
Minister, Tony Silipo "arrogant"
for announcing future changes in
education without appearing to cal-
culate costs involved.
They saved their harshest criti-
cism for the government's recent
adjustment of standard mill rates
which will reduce grant money to
the HCBE by over $1 million.
"We are bitter Paul," said Ms
Van den Broeck. "We wonder
where our representative has been
while these things have been going
on."
In conclusion, trustees and edu-
cation leaders urged Mr. Klopp to
encourage his government to work
with local boards.
"Would there not be wisdom in
working in partnership to develop
strategies for the betterment of edu-
cation in Ontario rather than pursu-
ing an independant course of
political action that may, in the end,
jeopardize the education system?"
In response, Mr. Klopp agreed
the government's grant structure
needed to be changed.
"I can feel your anxiety. I think
the message today is clear that
there needs to be change," he said.
Trustee Norman Pickell said he
needed some answers on when
changes would take place. "We
can't ask those farmers for more
money and we're doing our budget
in a couple of weeks. We need
some answers."
Mr. Klopp said the funding for-
mula was flawed and would have to
be changed but in the short-term,
he said he'd have to shake some
trees to get more funding for
Huron.
He promised to bring the board's
concerns to the new Minister of
Education, David Cook.
