McKillop approves fire budget
County Council briefs
1993 goal no increase
Huron County's department
heads have been instructed to bring
in budgets that will have a zero per
cent increase on the mill rate,
according to an Executive Commit-
tee recommendation approved by
full council on January 7.
If departments bring in a budget
increase that will mean more than a
zero increase they must bring in
suitable explanations.

Although there is no immediate
crisis, cutbacks in spending on
roads are already increasing the
amount of money that would be
needed to bring the county roads up
to standard.
The update on the 1992 Needs
Study of the Road Department
showed it would cost $47,680,000
to meet all the needs of the roads
system in the county, up from
$44,666,000. Denis Merrall, county
engineer, said this is the first
increase in the needs study amount
in several years and can be partially
attributed to spending cuts. "It
won't be an emergency in 1993 but
we need to keep an eye on it. We
could be in a position where we
need a substantial infusion of capi-
tal to get roads up to standard and
frankly the capital may not be
there."

Huron County may decide on a
successor to departed clerk-admin-
istrator Nigel Bellchamber after a
January 30 meeting at which seven
candidates will be interviewed. At
Thursday's January council session,
Treasurer Bill Alcock took on the
extra duties of reading reports, a
job usually done by the administra-
tor.
Meanwhile, department heads
who were asked not to take sched-
uled holidays because of the
absence of an administrator will be
allowed to accumulate half the hol-
iday period into 1993, taking the
other half of their vacation allot-
ment in extra pay. Normally staff
aren't allowed to carry over vaca-
tion from one year to the next but
county officials didn't want the
staff to take time off while there
was no administrator, or to take the
time off as soon as the administra-
tor was named, leaving him or her
to cope alone.

Demand for welfare in Huron
County took a huge 9.11 per cent
increase in the month of November
after being relatively stable for the
rest of 1992. During November
there were 52 new cases, adding
104 beneficiaries to the caseload in
the county.

The Community Futures program
to stimulate economic activity is
getting underway with a board
being appointed from local citizens.
The Community Futures Program
will replace the Community Com-
mittee project which saw four com-
munity committees set up in the
north, central, south and west parts
of the county. Community Futures,
funded by the Federal government
will provide money for the start up
of new businesses.
Meanwhile, Paul Nichol of Brus-
sels and Kelly Metzger of the Plan-
ning and Development Department,
have been transferred to the Com-
munity Futures Program and will
operate from the Huron County
Small Business Resource Centre in
Clinton. The office offers advice on
how to start up a new business.

McKillop Township council at its
meeting of Jan. 5 authorized Reeve

McClure to sign and submit the
petition showing the expenditures
on public highways and bridges for
1992 at $466,795.01 to the Min-
istry of Transportation.
The road superintendent's vouch-
er in the amount of $9,056.45 was
approved for payment.
Landowner Carl Bolton ex-
pressed concern to council about
the bank erosion on Lot 14, Conc.8.
Engineer William Dietrich indicat-
ed that the problem would be
reviewed during excavation.
A by-law providing for a
drainage works in McKillop and
for borrowing on the municipality's
credit in the sum of $111,000 for
the completion of the Barron
Municipal Drain was given first
and second reading.
Council endorsed a resolution
from Caledon concerning the esca-
lating burden on property taxes as a
result of down loading and fiscal
irresponsibility on behalf of school
boards and the province.

Wroxeter man
chairs Gay-Lea
John Stafford, RR 1, Wroxeter
was re-elected chairman of the
board of directors of Gay Lea
Foods Co-operative Limited at a
board meeting following the annual
meeting held on Dec. 10 at the
Holiday Inn, Guelph. Mr. Stafford
operates a farm with his family in
the area between Wroxeter and
Belmore and has served on the Gay
Lea Board since 1977.
Also re-elected to the executive
were John Hill, RR 4, Owen
Sound, first vice chairman and Don
Ahrens, RR 2, Elmwood, second
vice chairman.
Ross Campbell, RR 2, Tavistock
was elected a director at the Zone 1
annual meeting held in Brussels on
Dec. 7, replacing Edwin Miller,
Exeter, who decided not to seek re-
election. Mr. Miller had served five
terms as a director. Ray Robertson,
Markdale was re-elected director at
the Zone 2 annual meeting held in
Owen Sound and at the annual
meeting, Tom McGee, Flesherton,
was re-elected a director.
The Co-operative's pre-tax
earnings increased substantially
over the previous year and sales
increased by 11.5 per cent to
$175,000,000.
The Co-operative will pay a
common share and patronage
dividend to its milk and cream
producers returning over $620,000
in dividends to member
shareholders.
