All members atten- ded with Reeve Aitchison presiding. No one reported a declaration ofinterest. On a motion by councillors Hickey and Todd the minutes of the November meet- ing were adopted as .printed. Correspondence included a letter from the Ministry of Transportation and Com- munications regarding rent for office space in the/ works garage for council and clerk. The ate had been $650.00 per year, and the Ministry now informs council that the current rate must be paid, which is $1,260.00. Rather than pay sjuch, a. large sum for such a small space, the clerk proposed that council consider renovation of the township hall in the . near future to t provide office and council chambers. No decision at this time. , Discussion regarding the fate of the Huron County Pioneer Museum resulted ie the clerk being directed to inform the Agriculture and Property committee that this municipality -concurs with the commit- tee's recommendations - le: 1. 'Restoration of the (present ,building) ,school, re -use of the workshop structure, and substantial reconstruction, of the additions to the ndorse -open committee meetin s' A report advocating that council and committee meetingsbe open to 'the public and that the public have easier access to certain information was endorsed. by Huron County Council. The report, prepared • by a joint provincial -municipal committee. on oplen meetings and access to information,was given unanimous support by council at its regular rmonthly meeting Thursday without discussion. • Council has grappled 'with the issue of . . open . committee meetings over the past year after a citizen requested it consider , the open concept for all meetings. The joint committee report recommends that:. all council meetings beopen to the public; that ' meetings of committees of council be closed to the public only when the subject matter under consideration in- volves matterspermitted to be discussed m closed session by statute; that councils provide public notice of meetings; that the clerk shall provide in writing the reason for a'closed session when a committee meeting , or a committee of. the whole ' meeting is closed' to the public and that bylaws may only be passed at an open ses- sion of council. The recommendation on . access. to municipal information suggests that the list of documents available to the public ' for inspection be expanded, that municipalities should be given reasonable otice of requests for information and- tould be allowed to levy fees for supply - g documents and, that an. avenue for ap- al by citizens should be ' in place if unicipal employees refuse to supply ing ortnation. larifjcatjon Lucknow clerk -treasurer Bertha Whit- roft has informed. Motion by. .Councillors .Todd and Ray- pard, That the Township of West Wawa- nosh hereby requests the Huron County Planning Department to undertake the development of a Secondary Plan for the Township of West Wawanosh, The agreement between Ashfield, Kin- loss, Lucknow and West Wawanosh for operation of the Lucknow Health Centre was discussed. Council will agree to have the agreement signed by the Reeve. and Clerk when copies of the following are received: 1. Original agreement of 1974; 2.. deed of 1974; 3. new deed. The "''road superintendent discussed fences at the pits which the Ministry of Natural Resource:; . will require ' to be erected ,unless "relief from compliance" is requested and granted by them.' Snow - blowing (if required in '84-.'85, season) will done by the. same equipment as '83.84' season. A ,grader operator is available for snowplowing (on a casual basis) if requir- ed. Motion by .Councillors Brindley and Todd; That the Township of West Wawa - nosh hereby authorizes the road superin- tendent to advertise for :tenders, in the 'Lucknow Sentinel for two weeks, for a Class 4 Industrial diesel tractor and front end loader. Road accounts in the sum of $12,623.24 were passed for payment on motion of Councillors Todd and Hickey, .. By-law #13-84 was given third reading andfinally passed on motion of Councillors Todd and Hickey. The original Procedural By -Law was amended slightly by this by-law to alter the starting time of day meetings. Councillor Hickey reported on the latest Blyth Fire. Area board meeting. The complaint of a resident of the south end of West Wawanosh about a fire van to' the Blyth Department which they refused to - answer was discussed at the meeting. Sub- • sequent to the fire board meeting, West Wawanosh clerk received a- call from the Blyth Fire Chief, who had been investig- ating the complaint for some time and finally was able to determine what day the call came in and the reason for the non attendance' at the -fire. The person who took the call understood the caller to say they "were burning a house" but that the Department's ,services were not immedi- ately required. Chief Bowes regrets the misunderstanding very much, and stated that a misunderstanding on the part of the operator answering the telephone was exactly whet had transpired, and, that the Department had not refused to answer the fire call. He noted, again, that his Depart- ment has never refused to answer a fire call and has no . intention of doing so in the future, either. Councillor Todd reported on the latest arena board meeting. The replacement of the aren a has been put on hold for the present as funding is unavailable. Reeve Aitchison reported that he had hired Tom Nicholson with his bulldozer . to level and compact the garbage at the dump. A lengthy discussion about the proposed sewage system for Lucknow (in ' West Wawanosh) and the immediate steps to be taken by West Wawanosh Council on behalf' of its own interests and those of 'itc concerned ratepayers, consumed a con- siderable amount of time. Tenders for the tractor loader will be opened and considered on December ' 18.
