Todd said a provincial engineer would still have to approve the project and the arenaboard. would likely have •to hire an engineer to prepare a report. Rintoul remarked that an engineer's report would likely cost $20,000 and Todd observed that seems to be an engineer's minimum cost. 'Harold Greer,: who was on the committee which looked into restructuring the present arena in 1967, told . the •meeting people' would not believe the extra steel that went intorestructuring the arena in 1969. "If it goes,, half of • Lucknow will go first," observed .Greer. He went •on to say the committee would have built larger dressing rooms if the department of high- ways would have permitted them to close in two ditches on the west end of the arena . to extend the arena to the west.. Greer cautioned the arena board against extending the arena by building to the south saying there are springs in that area. He said Clinton arena was built on'spongey` ground and within three years the floor had to be replaced, because .it buckled. Greer said it was going to cost $127,000 to build a new arena in 1967 and "that was only the shell". The report suggested an asphalt roof on one-quarter inch. plywood, .a flat roof in our snowbelt, commented Greer, "Don't condemn the committee which restructured the arena. We got our money's worth," he added.. Todd said the Ministry of Transportation and Communications has approved expan- sion of the. building to the north to the edge of the sidewalk based on a draftsman's specifications prepared in .drawings by Jerry Mowbray of Lucknow.. Rintoul asked why the board had not Considered ; owing' the new arena along side the swimmming' pool and closing it inj to; permit the pool to be used year round. Todd reminded the ratepayers there is no income from an arena as there is with the Lucknow District Community Centre which operates without a deficit. Last ,year's arena deficit amount- ed to $8,033.58 of which West Wawanosh paid 17 per cent., Gord 'Lyons recalled how Omar Brooks wanted to build anew arena when he was reeve in 1967. "Thingsgot so nasty, they asked him to . resign. They chose to restructure the old arena and now look what they're up against." • Lyons went on to say they put a ball diamond in the centre of the fairgrounds and ruined it for agricultural purposes. You can't have a good horse show at the fair, he pointed out. Lyons suggested a new arena be built on the old fairgrounds by the Floyd Milne farm ` north of Lucknow. "If' you moved the arena to the old fairgrounds, there would be plenty of room for fair- grounds there.' ..Marybelle Cranston, a former West Wawanosh, councillor, asked how the proposal would affect the township rate-' payers. Todd answered that the municip- ality will have to carry the interest on the loan, while the funds are raised by the community program, West Wawanosh clerk treasurer Joan Armstrong said . it. would .cost the township approximately $24,000 a year to carry af] debt of $150,000 for a new arena, based on the calculations are done for debenturing tile drainage loans. Cranston asked if there was anything else coming up, which would prevent the ~ township from carrying the debt load incurred by a new arena. Clerk Armstrong said the county levy will increase when Huron County decides to restructure or build a . new pioneer museum. Todd remarked that the revenue from the .north west Corner of the township will decline when the Lucknow sewage treatment facility goes in. Rintoul observed there were a lot of unanswered questions and suggested the arena board look into cost estimates more carefully. He said he was in favour of looking into the proposal further, while he. was 'not in favour of making a decision to proceed one way or the other based on the present information. • Gerry Priestap commented it is difficult to realize how many complaints .you • get about the arena., Referees do not want, to work in this arena 'because they have no change room and no showers. Todd. told the meeting Lucknow is not allowed to • host any tournaments because of the inade- quate dressing room : space. The only tournament Lucknow is permitted to host is the tyke tournament because the teams are not playing in the Western Ontario Hockey , Association. , Al Sherwood asked what benefit Wawa- nosh is going to get from a new arena and Todd replied the same as the other muncip- alities' ratepayers: "You can rent ice time like anybody else." Greer pointed out the arena board is going to be condemned whether they repair the present arena or build a new arena. Harold Greer said the present building will certainly carry a new roof . to which• Gerry Priestap commented a new roof will not !solve the dressing room problem. "Dressing rooms were too si11 at the timeo I know that,but there wfasn't anything you could do about it," said Greer. Deputy reeve Gordon Brindley made the observation that presently West Wawa - nosh pays 19 per cent of the arena operating exenses but .they are being asked to borrow 25 per cent of the capital cost to repair or build an arena. He suggested the other municipalities may want West Wawanosh to share operating expenses at 25 per cent in the future. Todd said she would ask'the arena board to have an engineer prepare estimates or call tenders to determine a more accurate set of figures and the township council would then call another ,ratepayers' meeting to look at the new figures.
