West Wawanosh council in the area where
these concerns are being expressed.
The point I would like to make is . that I
really don't think this is the place for this
sewage disposal system to go. ' In the
county of Huron, most townships have a
secondary plan. West Wawanosh hasn't a
plan yet, but Ashfield has a secondary plan
and .in making that plan, the Ashfield
council had to make decisions and when,

Lucknow firemen 'answered a: call
Thursday. evening at 9.50 p.m. to a house
in Ashfield township owned by Bernard
O'Neil, which was engulfed in flames when
they arrived on the scene. The house was
destroyed. No one was home at the time of
the fire. '
Firemen were called out again at 1.40
a.m. Friday morning when a pickup' truck
owned by Robert ,Ireland of Brampton was
extensively damaged by fire. The truck was
parked •in the yard at the residence of Bill
Ireland of Ashfield Township.

In good planning the provincial govern-
ment says we should make goocilong range
planning. This is correct, In Ashfield no
severances are allowed anymore. No one
'can sever anything off to get a pieceof
property to retire to. The idea is to keep,
agricultural land from being fragmented
and this is good planning.
There was a lot of flak in Ashfield when
this went through because this isn't what
people want. Some didn't like that. So
when you take that view then where do
people have to go? The idea is that they
will 'build their houses ,'on the edge of.
Lucknow, around the village of Dungannon
and Port Albert and' not have houses scat-
tered, all over the place. I believe 'this is
sound thinking,
Ashfield's secondary plan says develop-
ment will be approved out as far as the
twelth concession. And I'm quite sure
when West Wawanosh gets their second-
ary plan, the same idea will be put: into
effect: And this means that I don't believe
there is a better piece of property in any.
direction from Lucknow better suited for
the building of homes, than that piece of
property where 'you are talking about
. putting in this septic tank system.
When you think of the long range
planning, you should be thinking ahead to
a lot of years. Eventually the people from,
Ashfield and West Wawanosh are going to
retire and situate themselves somewhere.
And that is the best area anywhere
surrounding the village of Lucknow, I think
it is a mistake. I know the council has a
problem, they have to find something, but I
do not think it is necessary that they
proceed to put something out there without
a thorough search.
I want to ask. Cindy Fisher from the
Huron County. Planning Department, since
West Wawanosh is,in the county of .Huron
and West Wawanosh does not . have a
secondary plan, I believe they come under
the county plan. What view does the
county of. Huron have in regard: to this
property being turned into a sewage dis-
posal area. �
Fisher: West Wawanosh does not have a
secondary plan and theyare covered by the
Huron County official plan. In the official
plan, this subject is designated as agricul-
tural and green belt. Our position on the
proposed sewage treatment facility, is that
it does require a plan amendment.
According to the plan, anything that is
considered of county significance requires
a plan . amendment. Once we receive an
application to amend thecounty official
plan, it requires a public meeting.
I cannot comment on what the township
wants for that area, whether they want it to ,
be urban in their secondary plan, because I
have not talked, to them about a secondary
plan. But I have been notifiedby the
township they want to start their secondary
pian process and we will be doing that in
1985.
Brophy: The village has received plan-
ning advice that this is not of county signif-
icance and does not require a plan
amendment, so there may be ongoing dis-
cussions about that, '
Glen Walden: Has this proposed design
been used successfully in other centres?
Burns: Yes, . all the .components used
herehave been used successfully in many
other places. The situation here is that this
is .much smaller than other places, so its
very hard to find one exactly like it. There
is nothing unique about this process and
nothing unique about the components,
they are all standard.
Walden: Can you not tell us where there
is a facility like this.so we can go and see it?
Burns: I can provide you with a list of
similar places but again I must emphasize
that you are likely going to see larger
equipment. You may have to go to two or
three different places to see_alt of the parts
which will be used in this facility.
