TO THE EDITOR,
To the Editor:
"Fatal' Gases -
Sewage Systems" •
On August 31, 1984, in a private, trailer
park in Bruce County, two young men died ,
when ' they entered a' sewage disposal
system for that trailerpark.
The system was privately owned and had
been approved -by, the Ministry of the. Enr.
vironment and the local health department;
but that did not prevent these'Men' from
climbing into the system to effect repairs.
Research of the subject suggests that no
agency can really prevent the owner of a
sewage disposal system from entering the •
facilities for repairs, but I would be ' remiss
for not believingthat the entry point of these
systems should be labelled aa risk to life.
It is my duty as the , Medical, Officer . of
Health to warn'of risk to lifeand limb.
The two young men who lost their lives
were aware of the fact that there were nox-
ious
oxious gases in septic systems, and perhaps a
final reminding sign before they .descended
into the sewage disposal system would have
caused a second thought which may have
saved their lives.
I believe that' the entry point - of; these
systems must be 0 permanently labelled
"Warning - Fatal Gases DO NOT ENTER!"
I'urge all of the Bruce County landholders
who have sewage .dis :osal systems on their
properties to label t eir sewage disposal
systems in this manner. •

Lucknow reeve George Joynt pointed out -
that the front window of the medical centre
should be . changed this fall, unless the
municipalities want to deal with a liability if
it blows in this. winter. Presently the front
window of the doctors' waiting room at the
medical centre ' requires replacement
because the wooden window is rotten.
Kinloss reeve Barry Johnston suggested
the councils break to meet separately and
return prepared to 'make a' -decision on
Lucknow's proposal. 0 0
When the meeting ' reconvened, Ashfield
council . announced they would agree to
Lucknow's proposal to share the capital and
maintenance costs on a '25 per cent basis.
Lucknow should continue to pay the.
debenture according to the original
agreement and Lucknow would give up 15
per cent of the ownership so' it could be
shared equally; ,.among ' . the . four
municipalities. Ashfield also 'suggested the
medical centre board:be comprised of five
members including a chairman. The
municipality which provides the chairman
is permitted to appoint a second, councillor
to the board as its representative. The name
of the municipality to provide the chairman
would be drawn from a hat with Lucknow
not being included in the first year, because
they had provided the chairman since the
inception of the board.
Kinloss agreed •to Ashfield's.
recommendation. ' ' 0
West Wawanosh however proposed
Lucknow pay 35 per. cent, Kinloss pay 25 per
cent and West Wawanosh and Ashfield pay
20 percent. ' .
Following considerable discussion as to
the wording of the .agreement, it was
presented in 'a motion. The motion carried
with : a majority of 14 - 4. The West
Wawanosh councillors voted against the
agreement as presented in the motion.
The agreement is' to be drawn ;up as'
worded' in the motion and is to be sent to the
four • municipal councils for their
endorsement. 1 .
