LONDON, Ont Billy Hutanson pulled a
wheelie' on his bike yesterday and shouted:

The 11 -year-old London boy, who lost •both
;arms after climbing a transformer and •
grabbing a 4,000 -volt hydro line in 1980,has
received antut-of-court settlement`;from the
utility company which will. total $8:1 million
ifhe lives to be 70.
Billy, who now wears artificial arms, will
receive $4,157 a Month for the rest of his life,
indexed;at 3 per cent annually.

The tax-free :settlement, whichincludes
$70,000 in damages held in trust by Billy's
lawyer, C. Scott - Ritchie,, was revealed

washroom .by himself,” his mother, Terry,
said. "The money should take care of pay-
ing someone to live with him. He'll never be
• able to live by himself: And be's not always
going to want to live with his mother."
Terry said her'sangets really frustrated
and angry .`at times with his handicap. '
Because of that, he has had to•go to special
-Schools ` for children with behavior . pro-
blems:

upgrade the revenue department and scrap
the .quota system. Our recommendations
are workable. Canadians have a choice
