Following discussions between . the Bruce
County`Library Board and the Bruce County
finance committee, , county council has
decided' to . apply for a grant from the
Ministry of Culture and Recreation to fund a
study of the county library system.
The ,:;study is to address the following
-vonceritk an assessment of the administra-
ion and procedures of the present library
system; the economy and cost efficiency of
the present library system; the: involvement
-of the, Local - advisory committee in the
operation of the system; survey of present
hours' postponed
• users, and eh,. legation; survey of book
budgets; over, e d and -staff, compliment;
proposal for the initiation of nser fees in the
system; ,review and comparison of the
present -financing of county library system
and overall recommendations regarding
fiiture, off the li'ibrary. system,

county library budget has increased over 90

dramatic change in demand for service. The

pet cent over last year. Included in. the
budget was an estimate of $390,000 for
salaries to have the library staff placed on 4,

mate of .$155,000 for '.purchase of books.

One submission froth' the', leeswater
Chamber -of -Commerce told how the whole
fabric of Teeswater" was hurting- because of
the , poor rural economy.
"The standard of living for farmers has
dropped tremendously," MacAuley said.
"It's hard for rural comntunities to keep
functioning. Churches and rural service
clubs have seen a decline in funds."
MacAuley also said that local agricultural
businesses have seena failing off in their
business and overdue accounts due to low
prices in the red meat sector. * ,
The resolution . passed at the meeting
read: "Whereas red,meat producers in other
..proVindfsJitZer been subsidized for several
years siid4hereas we in Ontario have been
promised ared :Meat stabilization plan ever
since Dennis Timbrell ` took office wind
-whereas-.30 per cent of the Farm Credit
Corporation mortgages taken out from 1075
to 1983 in.,Bruce County are in arrears and ,26
per. cent in Ontario are in arrears for the
same period, therefore be it resolved that
the OFA demand that Mr. ` TiMtirell imple-
ment .a retroactive payment aback.. to 1981 to
all :red meat produtets in Ontario to bring
them up to par with their counterparts in
other parts of the country immediately.

A village grant i f $577 has been turned
over to the. Lucknow Horticultural Society to
fund the purchase of a' bronze'pl'aque which
will be placed at Waterworks. Park. as the
village's bi-centennial Year project. The
plaque is in recognition of the first- water
works :in the village of Lucknow to serve as
fire :protection.
Share Tree Planting Costs
The village will again <share the cost of
replacing and/or planting of trees on a 50 -
50 basis with the Horticultural Society up to
a $500 limit.'
Renew Garbage Collection Contract
Floyd Milne Will be paid $300 a week for
garbage .collection in the village of Lucknow
effective March 1. This represents an
increase from $275 a week.
Business association
pians promotion
The Lucknow Business Association held
their meeting on Wednesday, April 18, at
the Mayfair Restaurant: Eleven members
were present. '
Co-operative advertising to protnote the
Lucknow business community was the main
topic of discussion.. Three advertising
campaigns a year are planned for April,
August and December with radio and news-
paper coverage.
Letters and statements are being mailed
to all businesses for the 1984 dues. This year
a sticker will be given to each member to be
displayed in his window.
The purpose of the Business Association is
to promote the local business community
and the more members attending the
stronger . the association. All members are
urged to attend the next meeting on
,Thursday, May -l7 at 2 p.m. at the Mayfair
, Restaurant.
Approve Kin Summerfest
Council also ' gave it approval to the
Lucknow District, Kinsmen Club for their
annual Kin Summerfest.
Apply For Expeller") 84 Grant
Council has applied for an Experience 84
grant for recreational summer help. Stud-
ents employed by the village,in the past two
years through the Experience grants have
created and maintained the Waterworks
Park and built the foot bridge over the river
at the park.
Repair Pumphousea
Council authorized repair to two pump -
houses operated by Lucknow Water System
at a cost of $850.
Rent Lawn Mower
Council accepted the quote of $325 a
month from Stu Reavie Farm Equipment for
the rental of a tractor and 45 inch mower to
cut grass on village property this summer •
Appoint Weed Inspector
Gary Austin, Lucknow Village Foreman,
has been appointed weed inspector for the
village. -
Purchase chlorine
equipment
Lucknow Village Council has decided to
proceed with the installation of chlorine
treatment equipment for the village's water
system, at an estimated cost of • $5,000
including engineering, on the recommenda-
tion of the Ministry of Environment.
Lucknow's water samples have been
excellent, according to Village Foreman
Gary -Austin but the ministry has recom-
-me- nded municipalities install the chlorine
treatment equipment as precautionary
measure. In the event of an emergency or
bad water samples, residents would not be
required to boil theirdrinking water because
the, village will have the treatment equip-
ment in place.
