questing that the latter be per-
mitted to convey a small parcel of
land to Mr. Hamilton in order to
provide access to a lat. which he
now owns and in which he wishes
to erect a home. The lot is lo-
cated in the area east or Carting
Terrace. 'There was a lengthy dis-
cussion of the town's position in
the Matter as it relates to the.
regulations of the provincial plan-
ning board, Further consideration.
will be given when the parties con-
cerned can bring a detailed plan
of the land in question to council.
A letter was received from Ca-
nadian Pacific Railway, following
a request by the town for title to
the lands which the railway cora-
pany has vacated within the town
of Wingham. In their letter the
railway offered, fors the sum of
one dollar, all the CPR, land from
the trestle bridge to Patrick Street'
'hut stated the intention of re- , aining, the section from Patrick
Street south, on which are located
the former station and freight
shed. In return the railway would
ask the town to assume the res-
ponsibility of removing the piling
of the old trestle bridge.
The clerk was directed to reply,
stating that council is disappoint-
'°d. that the remainder ;of the
property and buildings were not
included in the offer and hesitates
to accept the responsibility of re-
moving the -remains of -the bridge,
which is feared to be a major job. •
AM Legal Action Ordered
Council reviewed the list of
business taxes which are at pre-
sent -in arrears and it was decided
to take legal action against one
axpayer who has already been
notified by letter and who ha-
failed to reply. The remainder of
hi, delinquents are to be notified
by the town's solicitor and legal
ict.•;on will follow if there is no
response.
Jai re- is- definite concern. over
the general picture of tax arrears.
Taxes uncollected at the end of
1955 amounted -to $18,7(37, By the
nil ors 1050 the figure had grown
to $26,312 and at the end of 1958
it was up to $32,070. It was point-
rd out that this increasing total
of unpaid taxes results in higher
hank loans and - bigger interest
payments for the remainder. Of the
taxpayers to carry. -'
;Councillor Wilkinson, chairman
of this public works committee
said he was tot in favor of con-
tinuing the weekly collection • of
garden trash by town employees,
because some citizens take ad-
vantage of -the service and expect
the town to remove vast piles of
rubbish. He also said that it was
time the town placed a legal pen-
alty for those who insist on
throwing trash of any kind.., on
town streets or boulevards.
Several of the, councillors were
not -in favor of any change in the
present system of -weeklyt -garden
trash collectionS, but after a
lengthy and at tifocs heated argu-
ment, n motion was .passed to re-
duce the trash collections to the
first and third Fridays of each
month. Such trash is to be placed
in containers wherever possible
and is to he -placed at the street
line not longer than' the day
previous ti the collection.
In regard to' the second plisse
of the question, the town solicitor
