Police charge Youth A 17-year-old has been charged with following too closely after two people were injured following an accident on Hwy 4 at Cone. 2/3 in East Wawanosh Township, Sept. 8. The accident occurred when a 1987 Ford Mustang, driven by Jerry McDonnell, 47, of RR3, Blyth slowed to make a left turn, a spokesperson from the Wingham OPP said. The second car, which was also carrying two passengers, was travelling behind the vehicle. The collision occurred in the south bound lane, police said. One of the passengers sustained minor injuries while Mr. McDon­ nell's wife, Carol, 48, a passenger in his car, received major injuries. They were taken to hospital by ambulance and have since been released. Based on today's experience there would be more chance of cap­ ital funding if the road was a con­ necting link,, he said. "The negative aspects are smaller than the posi­ tive ones, especially when you are looking at a brand new road. There's not a lot to lose," he said. The Ministry representatives also presented council with the pro­ posed reconstruction draft, which includes such items as new side­ walk and curbs, in addition to road work. They requested council look it over and decide if it meets their approval within the next four to six weeks as it is important the process keeps moving within time frames. They asked for the electrical plan, and drawings or design for the lighting. There will be no more public meetings from the ministry's point of view as Mr. Favell said they have all the information they need to go ahead. "It's that or we delay the project or go ahead with­ out you," said Mr. Favell. "In today's economic situation, you give the government that choice and you know which way they'll go-" Council questioned Mr. Favell as to when the project would possibly be done as they have to spend the PRIDE money by 1994. They were given a very tentative date of 1994 as far as utilitiesare concerned. Clerk Helen Grubb told council she has been working on getting an extension from the ministry respon­ sible for PRIDE. "The portion of the work that we have to be responsible for is mas­ sive for 900 people (village popula­ tion)," said Reeve Dave Lee to Mr. Favell. "We just can't do it without PRIDE money. The project, according to Mr. Favell, is expected to be a multi­ million dollar one. Mr. Potter and Mr. Clarke are preparing a letter on behalf of council to help wiLh the specifics.
