B elgraveThe news from Compiled by Helen Stonehouse Phone 887-9487 Students perform at second annual spring recital Thursday The Wingham branch of the Huron County Public Library will be open three hours a week less to cuts costs and allow libraries in Belgrave and Bluevale to stay open. The decision was made by the Huron County Library Board at its May meeting and reported to Huron County Council Thursday. John Doherty, Reeve of Goderich and chairman of the Cultural Ser­ vices Committee told County Council the board had no choice because it was committed to the council's budget guidelines but had been refused permission to close two of seven smaller branch libraries. Tumberry and Morris townships refused permission, required under Study questions operation costs Despite the fact a suitable site has yet to be found for a new Huron County landfill site, studies are under way as to how best to fund the ongoing costs of operation of the site. In a report to the Waste Manage­ ment Steering Committee, County Engineer Denis Merrall suggested that an up-front capital expenditure, along with tipping (user) fees, is the only way to make the site pay for itself. Looking at three groups of scenarios, Mr. Merrall saic "without front end financing on tht project, revenues are very sensitive to waste flows. If there is a reduc­ tion in waste flows, it may not be possible to sufficiently increase tip­ ping fees to recover costs as the export of waste enters the equa­ tion." The proposal is that $4 mil­ lion in up-front financing be spread over six years would make the pro­ ject feasible even if there is a reduction in the amount of garbage being deposited in the landfill. Two organizations become one The Ontario Home Support Association, Meals on Wheels Ontario and the Ontario Associa­ tion of Visiting Homemakers, amalgamated recently at a joint conference. The new provincial body is known as the Ontario Community Support Association. The group will offer education standards, the opportunity to share experiences with fellow members and support of people in the community. Jean Young, executive director of Town and Country Homemakers has been elected president of the association. the Public Libraries Acts, to close the Belgrave and Bluevale libraries. That left the library board having to operate the libraries even though there is no money in the budget for their operation. The board decided to make up the difference by clos­ ing the Wingham Branch on Tues­ day evenings. The board reconfirmed its deci­ sion to close the Belmore branch, even though residents in that com­ munity have been most active in protesting the closure. Libraries in Ethel, Walton, Brucefield and Crediton also closed at the end of May. Reeve Doherty read a statement outlining the Board's budget cutting efforts. He pointed out that pay equity hit the library especially hard, driving up costs at the same time the County Council was ask­ ing the board to hold the line. That meant the library had to actually cut back, just to hold the line on expenditures. Only after taking measures such as cancelling a "needs study" and equipment acquisitions, and reduc­ ing the amount spent on book and materials purchases did it look at closing smaller branches. "We’ve been pinching pennies for some time but the time comes when they can't be pinched any more." The budget squeeze is not an excuse for closing branch libraries, he said. He pointed out that two of the four citizen appointments on the Board are from Morris and Tumberry townships. The evening consisted of a variety of piano solos and duets as well as a guitar solo by Sjaan Gerth and a recorder solo performed by Tim Robinson. A well deserved social time immediately followed the recital in the Sunday School room of the church.
