The award is given to scouts who have earned every possible badge before moving on to Venturers. Only one other Blyth scout, Greg McClinchey, has achieved the same. McKillop manages 0% increase in taxes McKillop township councillors are giving residents a break this year by keeping municipal taxes at a zero per cent increase. At their May 5 meeting, council­ lors agreed to raise $350,183 from township residents, the same amount as last year. This makes the 1992 mill rate 3.8 for residential and farm and 4.5 for commercial and business. In other township business, coun­ cil accepted a tender from George Radford Construction Limited for reconstruction of Concession Road 13-14, Lots 11 to 20. Radford put in the lowest bid of $87,344.10 compared to $92,052.10 from Joe Kerr Limited, $95,337 from Donegan's haulage Ltd., $101,382.50 from Merner Contracting, $106,582.70 from Hanna and Hamilton Construction Co. Ltd.. $106, 636. 20 from Lavis Contracting Co. Ltd., and $127, 554.70 from Machan Construction Ltd. Council also agreed to purchase an additional insurance policy which will cover their legal defence costs even when the outcome of the charge is guilty. The policy, called the Legal Expense Insurance policy will cost them an additional $250 annually. Along with the new insurance policy, council agreed to accept the 1992-93 insurance proposal sub­ mitted by Frank Gowan Company Ltd. at an annual cost of $10, 335. One resolu­ tion asked that the treasurer of Ontario roll back the sales tax on alcohol, tobacco and gasoline in the upcoming budget to stimulate the economy. The other was a recom­ mendation to Environment Minister Ruth Grier asking that her Ministry promote the plan for the required amount of diversion of waste to industry across the province in a more vigorous manner. Marion McClure, the township clerk, was authorized to attend the Association of Municipal Clerks and Treasurers meeting on May 21 in Guelph. Council also approved a contri­ bution of $1,000 towards the pur­ chase of a mace for Ryerson Polytechnical Institute in honour of the founder of the school, Dr. Howard Hillen Kerr.
