Blyth People Mr. and Mrs. Carl Longman attended the confirmation service at Winthrop United church on Easter Sunday of their granddaughters Angela and Dianne Dolmage. They also visited at the home of the girls' parents, Mr. and Mrs. Frank Doi- Mr. and Mrs. Jack Johnson of London visited on Saturday with Mr. and Mrs. Alvin Snell and Mrs. and Mrs. Herb Shannon and family. Mrs. Jim Timpany and Deneen of Aylmer visited with Mr. and Mrs. Alvin Snell for a few days at the first of the week. Kick-off planned for Rutabaga Festival Unveiled The 1992 Rutabaga Festival will have its official kickoff on Friday, May 1 at the Blyth Arena when stu­ dents from the public school will release balloons. Inserted into the balloons will be some Rutabaga Festival literature, the student's, and school address. Helium for the balloons is being donated by Durham Welding Sup­ plies of Durham through Radford Auto in Blyth. Anyone interested in tying a few balloons is invited to be at the arena at 1 p.m. Friday. A number of new souvenirs will soon be available at Bell's Variety or on souvenir day Saturday, June The weekend of Rutabaga Festi­ val is June 26-27-28. It will start Friday evening with a variety show with local entertainment plus the baking contest, which has been moved to Friday evening. The Rutabaga cookbooks will soon be available for recipe ideas. Townsend Amusements from Stevensville will provide a large midway for this year's festival. Saturday will start with the parade at 11 a.m. Watch The Citi­ zen for entry forms or get them from any committee member. The Lions Club will host a beer Blyth Optimists welcome three new members Blyth Festival recently unveiled its 18th season poster. Sponsored by Howick Mutual Insurance Company and Blyth Printing the poster this year displays an 1890 painting by East Wawanosh native George Reid. The original painting hangs in the Winnipeg Art Gallery and will be brought to Blyth during the five week art exhibit. Holding the poster are: Randy Hutchinson of Howick Mutual and Doug Whitmore of Blyth Printing. continued on page 19 VILLAGE OF BLYTH PUBLIC MEETING CONCERNING A PROPOSED ZONING BY-LAW AMENDMENT Blyth Optimist club welcomed three new members at a special information night held in the Bain­ ton Gallery on April 23. Karen McClinchey, Suzanne Rose, and Sofia Rasa-Wallace were installed by Midwestern District Membership Chairman J.R. "Admi­ ral" Wilton. The informal evening was planned for new, prospective and present members as an opportunity to share ideas and exchange infor­ mation about things going on in the district, said Optimist President Brenda Young. Mr. Wilton presented the spon­ sors of the new members, Alan Young, Murray Siertsema and Pat Brigham with a special pin, sym­ bolizing growth and service and the commitment of Optimists to the youth of the community. "This is not a cheque writing business but a kid business." For this year they have planned a bicycle rodeo for the end of May or early June and are looking into a bus for a trip to SkyDome to see the Jays. They will be taking an active part in the Rutabaga Festival this year and are donating a trophy for the best decorated bike in the parade. Snells win at lost heir There were six tables in play at lost heir on April 22. Winners were: high lady, Alma McCallum; high man, Alvin Snell; low lady, Effie McCall; low man, Edgar Howatt and special Gene Snell. April 29 will be the last night for lost heir this season. The winners of the Blyth Legion darts on Friday, April 24 were: first, Mae Ritchie and John Blok; second, Barb Pegg and Kevin Ritchie; high lady, Deb Ritchie; high man, Albert Stryker and 50/50 winner, Ken Siertsema. The proposed Zoning By-law Amendment would change the zoning on two properties (see map below): 1. Pt. Lot 37 & 38, R.P. 168 (Drummond St.) It is proposed to change the zoning from 'Residential Low Density (R1)* to 'Residential Low Density-Status (R1-4)' to recognize a semi­ detached dwelling. 2. Pt. Lot 1, R.P. 169 (at South East corner of Dinsley & Mill Streets). It is proposed to change the zoning from 'Residential Low Density (R1)* to 'Residential Low Density-Status (R1-5)' to recognize an existing clinic and accessory dwelling unit. This amendment also proposes to add a title separation provision to the R2 ('Residential Medium Density) zone which would allow title separation for semidetached dwellings In certain conditions. ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed zoning by-law. By-law -1992 changes the zoning on: 1. Pt. Lot 37 & 38, R.P. 168 (Drummond St.). It is proposed to change the zoning from 'Residential Low Density (R1)' to 'Residential Low Density-Status (R1-4)* to recognize a semi­ detached dwelling. Any future title separation could comply with the proposed addition of Section 8.2.2.16. This corrects an oversight in the by-law. 2. Pt. Lot 1, R.P. 169 (at'South East corner of Dinsley & Mill Streets). It is proposed to change the zoning from 'Residential Low Density (R1)' to 'Residential Low Density-Status (R1-5)* to recognize an existing clinic and accessory dwelling unit. The 2 off-street parking spaces are recognized and any further expansion would have to comply with the parking provisions in the Village by-law. This addresses an appeal to the by-law. This amendment also proposes to add a title separation provision to the R2 ('Residential Medium Density) zone which would allow title separation for semi-detached dwellings in certain conditions. The separation could give distinct ownerships to the various dwelling units by lot lines in production of the lines of party walls, providing that the aggregate continues to comply with the requirements of this by-law and each unit has a minimum of 10 metres frontage on a street and each unit has the required parking on the parcel containing the unit.
