HCBE embarks on campaign to oppose JK BY LISA BOONSTOPPEL-POT The Huron County Board of Edu­ cation will begin a letter-writing campaign to express their opposi­ tion to Junior Kindergarten (JK). Board trustees have asked Direc­ tor of Education Bob Allan to draft the letter and send it to Ontario Pre­ mier Bob Rae, Education Minister Tony Silipo and local MPP Paul Klopp. Blyth trustee John Jewitt suggest­ ed letters also be sent to all the local municipalities in Huron County asking them to make their views known on the JK issue. Junior Kindergarten is a program which the provincial government is mandating be in place by Septem­ ber 1994. As a whole, HCBE is opposed to JK because they don't feel it's nec­ essary and because of the cost implications. They (the board) shared this view with 15 other school boards at a Junior Kindergarten Workshop held April 2 in Etobicoke. In a report to the board, the trustees who attended the meeting (John Jewitt and Doug Gamiss) indicated the joint position of the board's at the meeting was that JK cannot be implemented by Sept. 1994, first and foremost because of cost and also because of time con­ straints. The report stated some of the common issues discussed at the meeting were how and if three and four-year-olds could be properly educated in a classroom setting; School trustee calls govt, document asinine BY LISA BOONSTOPPEL-POT The Huron County Board of Edu­ cation is the latest in a growing number of local boards to oppose the provincial government's Open Local Government Document. Most municipalities, including Brussels and Blyth councils, have already voiced their objection to ideas within the document. According to the provincial gov­ ernment, the Open Local Govern­ ment proposal is designed to "enhance accountability and open­ ness of local government." But the HCBE stated "the docu­ ment does not support the concepts that the title would suggest." Township of Hullett and Blyth trustee John Jewitt along with what constitutes a qualified teacher for JK and how much the local boards would have to pay to fund the program. Other important questions raised at the meeting were how will the Ministry punish board's which don't implement JK by 1994 and what trustees Norman Pickell and Joan Van Den Broeck studied the docu­ ment in detail and. they say there are two big items they have prob­ lems with-the proposed establish­ ment of a municipal Conflict of Interest Commission and the con­ cept of disclosing personal assets. They feel that a new level of bureaucracy is "unnecessary." They also believe disclosure of assets is "unduly bureaucratic and restrictive for municipal representa­ tives."
