Morris Twp. has $14,000 surplus for 1991 Morris Township Council was presented with the 1991 Financial Statement and audit report on Tues­ day, Feb. 18, by Russ Taylor from the firm of Reid and Associates. Mr. Taylor recommended to council that consideration be given to an Interim Tax Billing, for better cash flow, and that they request in writing that the Wingham Fire Board refund surplus funds accu­ mulated over the past years. Morris Township's share is approximately $5,000.00. Council accepted and adopted the 1991 financial statement, showing an accumulated surplus of $14,413.00 for 1991. Nathan Peel, 2nd vice President of the Federation of Agriculture, and Doug Gamiss, a Morris Town­ ship member, were in attendance to review the work of the federation for 1991 and to request a grant for 1992. Don Henry of Lot 52 Concession 1, joined the meeting to explain a tree planting program to council. Mr Henry has a nursery stock and would supply the township with trees at a reduced cost. The trees would be offered to landowners, who could then plant the trees on any location on their property. Mr Henry would provide any brochures required and pay the Township 200 per tree for adminis­ tration costs. Council will consider this matter further at the next meet­ ing. Deputy-reeve Clem McLellan brought to council’s attention that a sign is required on Concession 1 at the bend by the river on Lot 22. The traffic travels too fast and landowners are concerned about a possible accident. Council autho­ rized Road Superintendent Lloyd Michie to post another sign to warn traffic of the curve in the road and to slow down. Andy McBride of Maitland Engi­ neering Services, reported tocoun- cil that landowners have decided to proceed with the drain report for the Turvey Drain, Lot 20, Cone. 2. The drainage will proceed through the railway tracks and stop at the bush. C.N.R. will lift up the tracks prior to the drain's construction. Council adopted the Drain Main­ tenance budget for 1992 proposed by Gary Nicholson Drainage Superintendent, in the amount of $55,000 for drain maintenance and $6650 for drainage superintendent costs. Mr. Nicholson also mentioned the Ellision Whitfield Drain along Highway No. 4 between Wingham and Belgrave, believing the Wheel­ er Drain at Belgrave will not be affected in the construction. A grant of $500 was given to the Federation of Agriculture. Council also accepted and adopt­ ed the agreement for 1992 for the Belgrave Community Centre Board and a budget of $32,923. Council was advised that the seniors group in Belgrave will also have a representative on the board, and have appointed Bob Grasby of Belgrave. A letter was received from the Township of East Wawanosh 125th committee advising of the activities for the July 1st weekend and an invitation to enter a float in the parade. Council will consider this request at a later date. Grants of $150 to the Belgrave, Blyth and Brussels School Fair Board, and $150 to the Brussels Agricultural Society were approved. A letter was received from the Ontario Good Roads listing the res­ olutions to be presented at the 1992 convention. Reeve Douglas Fraser will be registered at a meeting scheduled by the Ministry of Trans­ portation. Council concurred with the reso­ lution from Stephen township, regarding the Local Labour Force Development Board areas, and that the County of Huron should join with the Counties of Bruce and Perth and not be included with London and Middlesex Counties. Council recognized the following building permits: Wayne Fear, Lot 13 Concession 6, residence; Dan and Amy Hunter, Lot 2 Concession 6, residence; and demolition permit for Huether Farms, Lol 26 Conces­ sion 3, to remove a bam. Appointed to the Cranbrook Community Centre Board were: Harold Bragg, Chairperson; Eleanor Stevenson, Secretary-Trea­ surer; Gordon Mitchell; John Vanass; Michael Van Veen; Harvey Smith; Helen Cullen and Leona Armstrong. Appointed to the Ethel Commu­ nity Centre Board were: Dorothy Dilworth, Chairperson; Brenda Boyer, Secretary-Treasurer; Helen Dobson; Bill Dobson; Grace Smith; Doris Jacklin; Helen Culien and Fred Uhler. Appointed to the Moncreiff Community Hall Board were: William Naylor, Chairperson; Ken Baillie, Secretary-Treasurer; Jim Mann; Lyle Pettapiece; Barry Bail- lie; Elaine Smith; Ruby Naylor; Robin Dunbar and Alvin McLellan. Grants of $500 were approved to the Cranbrook and Ethel boards and a grant of $250 was approved to the Moncrieff board. Council also approved grants of $250 to the Town and Country Homemakers and $50 to the Huron ed the Huronview Construction with the Fire Chief from the Blyth Area Fire Board. Council authorized membership in the 1992 Huron County Munici­ pal Officers Association and atten­ dance at the 1992 meeting on April 3, for Reeve Fraser, Deputy-reeve McLellan, Councillors Bert Elliott and Wayne Riley and Clerk Nancy Michie. A check of $85 will be issued. Council applied to the Ministry of Transportation for a 50 percent County Farm and Home Safety Association. Council approved the payment of general accounts totalling $130,988.65 and road accounts totalling $25,117.19. Council had no objections to the Ministry of Transportation adding the gravel sources of Gollcy, Con­ cession 2, and Huber, Concession 1, to the gravel sources list for the Highway No. 4 construction from Belgrave to Wingham in 1992. They also had no objections to a way side pit at the same locations. Councillor Elliott mentioned to council that he attended the Blyth Recreation meeting and that the fees for the Blyth secretary for 1991 was $50.(X) per meeting plus $2680.00 to the village of Blyih for administration costs.
