Some councillors felt they had already asked for such a report at the September meeting of council. "I felt that when we're setting up a new operation we should look not only at staffing needs but whether we had the people capabable of doing the jobs,” Hullett Reeve Tom Cunningham said. But Nigel Bellchamber, county clerk-administrator reread the motion, pointing out it called only for a look al the structure of the staffing. "The motion is on struc ture. You seem to be talking about management effectiveness." Bill Vanstone of Colbome Town ship and Brian McBumey of Tum- berry both said they thought the intent of the motion had been to study the effectiveness of staff at Huronview. They pul forth a motion that a study on effective ness of management be carried out by a private consultant. Tom Tomes of Stephen township won dered about the cost. "I think a study is great but it has to be paid for." "Get the money from the same pot that paid for the last study", Reeve McBumey replied. Support ing bringing in a private consultant he said "The private sector has a lot to teach us."
