Morris council passes zoning amendment by-law Wayne Caldwell, from the Huron County Planning Dept., Don Plctch from Huron-Middlesex Engineer­ ing and David Rapson were in attendance at Morris council on October 1 for a public meeting to discuss a proposed zoning amend­ ment for Lot 18, Cone. 6. Also in attendance was George Stormont, the owner of Lot 18, Cone. 5. Mr. Caldwell reviewed the amendment stating that the purpose is to rezonc Part of Lot 18 Cone. 6 to C4-Salvage Yard to permit the establishment of an area to recycle non-hazardous materials consisting mainly of wood, concrete, brick, asphalt, and to add a new set of policies to the zoning by-law to authorize the zone be established^ Mr. Pletch and Mr. Rapson pro­ ceeded to review the plans and information of the site. They pre­ sented letters of preliminary approval from various agencies and photos of the site and various oper­ ations of this nature. Samples were presented of what the finished product will be producing for bed- ding purposes and landscaping. Mr. Rapson plans to produce 10,000 tons per year of recycled product. He does not feel he will have a problem selling the end product. Mr. Pletch advised that the noise level has been tested and is less than a chain saw in operation. A chain saw, he said is 111 decibels while a recycling processor is 90 decibels. The nearest residence it was noted, is 1000 to 1200 feet away from the area, where the machine will be located. Mr. Stormont advised that is sup­ portive of the application and com­ mends Mr. Rapson. However, he added that he feels the Huron County Planning Department did not use good judgement for the lan­ duse of the property, since he thinks the wetlands should be pro­ tected. He advised the county that he hopes they do not get carried away rezoning Natural Environ­ ment Lands in the future, which he says should be protected for the good of man and habitat. Mr. Pletch said the operation will not be disturbing any trees, but will be in the area of the old gravel pit. Mr. Rapson said he will recycle all of the old asphalt located at the Huron County Forest, free of charge. A by-law was passed amending the zoning. Morris council heard two differ­ ing opinions regarding a livestock claim. Councillor Deloris Souch opened the discussion concerning a claim from Barbara Jean Ives. Mrs. Souch said she had talked over the matter with Mrs. Ives and Mrs. Ives had had an insurance adjustor there form McKillop Mutual. The agent, Mrs. Souch informed council, said the sheep in question had definitely been injured by a dog. The township valuer, Carmen Craig, however, reported to council that in his opinion, the sheep had a gash from a sharp object, not from a dog. Council advised they would not to rule over Mr. Craig's decision and if Mrs. Ives wished to appeal the decision she could, threw the prop­ er channels. Council granted an extension of three months from October 1, Maitland Engineering Services of Wingham, for the preparation of the engineer's report for the Turvey Drain. A grant of $100 was given to the Wingham Palliative Care Services. Morris agreed to share with Wingham and other participating municipalities the costs of provid­ ing transportation for eligible seniors and the disabled in the area served by Wheels Away, not cov­ ered by user fares, government sub­ sidies and donations on a per capita basis for the 1991 fiscal year, end­ ing December 31, 1991. Council concurred with and endorsed a resolution from Ash­ field Township, petitioning the Provincial government to aid the farming operations with a four per- cent level of Nel Income Stabiliza­ tion assistance and provide a top-up of Agriculture Stabilization to 95 percent and issue interim payments ^n the 1990-91 crop sales. A letter was presented to council from the Ontario Municipal Board concerning the appeal of Bassilia Grubbe against the Carl and Ida Martin re-zoning by-law. Ms Grubbe must notify the board in 21 days if she or her appointed agent plans to attend the hearing or the proceedings will be dropped. The general accounts in the amount of $48,964.65 and the road accounts totalling $12,577.15 were approved for payment. Road Superintendent Lloyd Michie advised council that the work has begun on the sand/salt storage shed. Councillor Bert Elliott made mention of an anchor post that Bernard Thomas from Cone. 3 would like removed and a stone pile along the road at his property that he would also like removed.
