Cut culture, not road budget, county councillors urge

Discussing the budget for the

in funding for culture.
Reeve Tomes noted a number of
industries in the county have gone
to shorter work weeks and he
wondered if the museum needed to
be open as much as it is, at least
until the larger crowds arrived in
the summer months. “If we have to
cut (the budget) this is one place
where we should cut. 1 don’t want
to see roads cut but we don’t need
this.”

Breede pointed out that the music
series actually made a $500 protit
for the museum.
Nigel Bellchamber, county clerk
administrator pointed out that
there are a lot of fixed costs in
maintaining the museum that
wouldn’t be reduced if staff hours
were cut.
Brian McBurney, Reeve of Turn-
berry wondered if there couldn’t be
staff cuts to save money. Mr.
Breede said that staff cuts at this
time when the museum is just
building up its attendance could
have a long-term detrimental effect
on the museum’s development. He
pointed out that 45 to 50 per cent of
the museum visitors come from the
county.

is a municipal election year.)
McKillop Reeve Marie Hicknell
said with all the county is doing, it
wasn’t realistic to try to stay under
five per cent. Cutting money by
cutting reserves wouldn’t be fair to
future councils, she said. Reeve
Doug Fraser agreed saying the
council shouldn’t load its problems
onto future councils.
Councillors voted down the mo
tion by a 22-6 count. Councillors
then approved the budget by a 23-5
count.
Reeve Mickle had earlier in the
volunteers.
Earlier Colborne Reeve Bill Van
stone had also targeted the muse
um as a possible budget cut,
suggesting nothing would be hurt
much if the county, now that it has
taken over the Huron Historic Gaol,
left it closed for the summer.
And Wingham Reeve Machan
had targeted grants to the two
seniors day centres, Goderich Air
port and the Blyth Festival as
places that would be cut to save
money.
Still another councillor question
ed a $6,500 grant to the Vanastra
pool. Mr. Bellchamber pointed out
that cancelling the grant would
have very little impact on the
county mill rate. “I don’t think
you'd notice it by the time you got
it to your home,” he said.

The initial budget proposal sent
to the county’s executive commit
tee, after being approved by the
committees for each county depart
ment, would have seen an increase
of 14.17 per cent. The executive cut
that budget to the present increase
by reducing the allocation for a
capital works reserve fund by
$250,000. While that cut was
painless for this year, Mr. Bell
chamber said, it hampers the
ability to manage the budget next
year.
