Morris amends arena agreement k decision was reached by Morris township councillors at their February 19th meeting to amend the Blyth Community Centre Board agreement. The change will be for a revision of a percentage share of the costs of the centre and will recognize a revision to include the parking lot and north driveway on the map of the Blyth Community Centre property. Council approved the 1991 bud­ get of the Community Centre Board in the amount of $172,525. The township’s share is $10,114.40. Drainage Superintendent Gary Nicholson presented the drainage budget for 1991. Council adopted the budget in the amount of $45,000. It was also decided the township would apply for a grant from the Ministry of Agriculture and Food for one third of the costs for repairs and for one-half of the drainage superintendent’s budget in the amount of $6,650. Mr. Nicholson discussed the proposed work for the Blyth Creek Drain and the Lamont Drain. He mentioned the notice to the Mini­ stry of Natural Resources for drainage repairs and was advised by council to wait for two weeks after notice is mailed to MNR of the proposed repairs before commenc­ ing with the construction of various projects. Road Superintendent Lloyd Michie presented a budget compar­ ison with the actual expenditure for 1990 and the proposed budget for 1991. The 1991 allocation from MTO was received and the subsidized expenditures have increased by .28 per cent from 1990. The actual subsidized expenditure dollars have increased from $471,700 in 1990 to $473,000 in 1991. The subsidy dollars approved last year for the regular road allocation $354,000 or 75.05 per cent funding, while this year the subsidy dollars approved are $347,000 with the rate being only $73.36 per cent. Council approved the 1991 road budget of $758,617. Morris township will apply for an Anti-Recession grant in the amount of $160,000 for paving at the centre sideroad and boundary road at Bluevale and Concession 1 from Highway 4 to the Wingham Golf and Curling Club, in addition to a sand storage building. Morris township will also apply for a supplementary grant of $45,000 for the purchase of a 60 hp. tractor and loader and disc type roadside mower. Councillor Deloris Souch advised that a bus turning sign is required for sideroad 10-11, Concession 9 at Siertsema’s. Tenders for 33,000 Imperial tons of “A” gravel for the south end of the township will be due by March 19. The township will register the easement for the Pletch storm sewer and will prepare a by-law and necessary documents to accept the easement. Council accepted the Nichol Drain petition submitted by the county to prepare a drainage report, providing for a drain at the Huronview North site. Andy Mc­ Bride of Maitland Engineering Services, Wingham will be hired to prepare the report, providing the report can be completed by May 1 and the construction finished by August 30. A grant of $150 will be given to the Farm and Home Safety Asso­ ciation for 1991. PITCH-IN AND RECYCLE! Councillor Bert Elliott made a presentation to Council regarding his understanding of the status of the lot numbering system for the Wingham and Area Fire Board. Mr. Elliott said he did not realize in December that a motion had been passed by the board to number each residence and place a sign on the property by August 31, with the municipality paying the costs. He then submitted a letter of resig­ nation from the board. After some discussion, however, Council voted not to accept the resignation of Mr. Elliott from the Wingham and Area Fire Board. A copy of the board’s budget was presented to council but no deci­ sion of acceptance was reached as the budget is only proposed and must be reviewed further. Morris’ share would be $13,378.43. Council zVoiced no objections to the location of Rolf Huber, Lot 21-24, Concession 1 for a possible supplier of gravel for the Hot Mix paving contract on Highway 86 and no objections to a wayside permit being issued for extraction.
