Hospital board
Approves move of children's ward
The Winghain and District Hospital
unanimously approved moving the hospital's
children's ward fromthe first floor to the
second floor at its meeting December 19.
Public response to the move had been
negative because the new location • appeared
•
to increase the risk of cross -infection,.
presented, a greater risk that the children
would not make it out of the hospital in case
of fire and there was no longer a full time
pediatric. nurse on duty.

Judges for the contest were Mrs.. Rita
Powell of Clinton, a champion baker at the
Clinton Spring .Fair; Mrs. Jan Bernard and
Mrs. Bev Zoethout, home economics teach—
ers at G.D,C.Ii.; Jan Ainslie and Pat Senn,
home economics teachers at Central Huron
Secondary School in Clinton; and Mrs. June
Gilchrist, a ' ome• economics :teacher in
Lucknow.
Thank you' to everyone who participated in
the contest. The judges had a difficult task.
There are obviously a lot of good cooks •out
there. 1
Ministery consultant, Grace Walker, deter-
mined that the new ward was suitable if
certain measures were taken.
The report suggested doors be put on the
two rooms to eliminate the noise problem
and to keep the children in the ward. A full
time pediatrics nurse is to be assigned to the
ward during each tour olduty. One-half of a
room is to.: be turned into a .play area for the
two room unit.
Executive director Norman Hayes said the
main justification for moving the ward is the
occupancy rate in the former ward. The ward
had 14 beds and on an average only two 'beds
were occupied at any one . time., Hayes
indicated the former ward will be used .ina
specific way which will benefit the
community, but he was not preparedtp
discussthe details as he is still consulting
the ministry.

Night. on December 30 when the team
plays.Mildniay. Anyone who comes'to the

second place in their division . and have a
good chance of finishing first this. year...

secondary plan approved:
Huron county council
amended the :county
official' plan December 12
adopting the Ashfield
township secondary plan
as the official planning
documentfor that
township.
The plan, in the works
for over two years, was'
passed ..'. by Ashfield
township council' earlier
in the month and was sent
to the county for its ap-
proval. Once county
approval :is received the
docuement will be sent to
the province for final
approval.
Warren Zinn, . reeve of
Ashfield; told council the
township made several
changes in the final draft
of its plan before seeking
county approval. He said
the changes hinged
around agricultural
policies in areas where
urban and agricultural
land uses meet. Zinn
added that some changes
had been made to the
severance policy' in the
plan. •
He told council Ashfield
had held several public
meetings to discuss the
plan ;adding he felt those
sessions were wellat-
tended. He'. said the
meetings offered council
a good cross-section of
tiublic opinion towards .
land use in 'the township
and that opinion was
reflected in tthe final draft,

that all farm operations

structures comply with
the. Agricultural' Code of
Practices .

requested by fanners

council to insist that
future agricultural . and
non-agricultural' land
uses 'comply with the
Code of Practice. They.
felt by doing so— council
would be protecting :both
the farmer and the urban
dweller.
The farrners . also
wanted the 2,000 foot
restricted agricultural
buffer zone around „ all
urban- . areas in the.
township to be reduced to
Lucknow, Port Albert,
•
Dungannon and seasonal
residential areas
The change removed
the, buffer zone from the.
fringe: of the many
hamlets in the township
and removed a 1,000 foot
buffer zone from "in-
dustrial.or commercial
establishments.
'The. final approvalof
the secondaily plan :will
probably not be given
until late 1980 or possibly
early 1981. .

On the first \ ballot at
the inaugural session Dec-
ember 11 council gave 31 of
a possible 57 votes to
Morley, Sillery received
18 votes and Palmer
eight.,
In his short elec-
tioneering speech to
council the Usborne
reeve told council 1980
will be the "most
challenging year of my
`•• life" if elected warden.
He said council faced a
tough year restructuring
council in.preparation for
the departure of .deputy -
reeves in 1981. He said the
county's cornmittee
system would have to be
revamped• to prepare for
doing as much, if not
more, work with fewer
members of council.
He told council after
the election county
representatives faced the
Challenge of maintaining
the "high level of ser.
vice" in Huron in the face
of inflation and high
interestrates.
He said enormous
increases in fuel and
materials, would make
the road committee's job
a difficult one in the
coming year and that
wage negotiations with
county employees could
also mean critical
decisions. He said council
would have to bear in
mind the needs of county
employees but would also
have to attempt to keep
wage hikes moderate.
Palmer, the first
woman to ever seek the
warden's chair, told
council 1980 would be a
pivotal year in the
operation of county
council. She said the
warden would have•to be
a "knowledgeable"
person, that was "in-
novati.ve and conversant
with legislation and
government programs
that could benefit rural
and urban municipalities
in the countyt'.
She told council that the
