expand services such as
meals -on -wheels and house-
keeping and to develop new
services for elderly people.
"By redirecting our finan-
cial resources at theprovin-
cial level into • new and
expanded home support pro-
grams and away from build-
ing more institutional beds,
we will be serving greater
numbers of people and mak-
ing more efficient use of our
limited resources.
"Senior .citizens groups,
elderly persons centres and
individual seniors have also
been indicating that expan-
sion of community support
services will enable more
older people to remain at
home and independent," the
minister said,
Mr. Norton said that the
steadily increasing number
of elderly people during the
next 20 to 30 years will mean
an increased need for com-
munity services.
Population predictions.
show that by 2001 the num-
ber of Ontarians over 65
years : will nearly double to
more than 1.1 million from
about 650,000. Not only is
the elderly population in-
creasing at a much higher
rate than the population as .a
whole, but, more dramatical-
ly, the number of people over
80 is projected to increase by
130 per cent from 1971-2001.
The minister said that
homes for the aged will
increasingly look after people
who, are older, frailer and in
need of more intensive care
than has been the case
previously.
"This additional funding
will create more services for
older people who want to
remain in their own commun-
ity.
"As well as helping older
Ontarians to live independ-
ently in their community, we
are also exploring various
ways of funding those servic-
es more adequately than we
can at present," the minister
said.
In order to develop new
services the ministry is seek-
ing proposals from commun-
ities where there are few or
no services at present and
from communities whose
homes for the aged and
nursing homes have long
waiting lists. Among the
criteria to be used in select-
ing proposals will be the
number of people needing
services in the community
and the availability,:, of exist-
ing services. Proposals
should be submitted to the
Area Manager at the nearest
Adult Services ,area office ,of
the ministry.
The 40 elderly persons
centres in Ontario now prov-
iding home support services
to about 12,000 elderly per-
sons each month will be
eligible for the additional
funding. The 27 demonstra-
tion projects now providing
home support services to
about 4,000 people in com-
munities" across Ontario will
come miller the new funding
April 1, 1980.
Funding for honne support
services will be ...cost shared
at 50-50 with municipalities
and volunteer sector.
