court to attempt to sue the province to ,
collect the money. Campbell said he does
not see the hospital persuing this route.
If thegeneral manager of OHIP refuses
to pay the bills, it will be takento an appeal
process and if that fails it will go to the
supreme court, said Campbell. •
The, problem, Me said, is that OHIP was
never set up to be billed directly. 'there is
no basis in the Ontario Health •Act for Dr.
Allan, Dyer's statements last week that the
hospital has no choice but to take part in
the provincial• health care . system. 'Dyer
was quoted as saying, "It's legislation that
spells- out the laws of our country."
What Dyer seems to forget said Camp-
bell is that OHIP is. an insurance plan not
government.,
Dyer said if .the hospital . takes the
province to court it will raise the question
of whether • the courts . would have the,
authority to order a government pay out
public money. "The.' courts would then
have to have the power to tax," he said.
Campbell finds these statements "inter-
esting' in view of the fact •-OHIP is not
government but an insurance plan.
"It would help if Mr. Dyer got down off
his ;high horse," said Campbell, "and
considered the health needs of the people
of this province."

Si,ud-cits work on
energy-related proj ects

Energy Minister James Auld has
announced that 109 students from
various centres: throughout Ontario
are participating in 53 energy-relat-
ed projects for the Ministry of
Energy as part of the Ontario gov-
ernment's "Experience '70" sum-
mer employment program.
Employed individually or in
groups of up to eight, these students .
will work for an average of fifteen
weeks on a variety of energy related
projects designed and supervised by
professors, teachers, and other staff
members. of participating organiza-
tions.
Students from the University of
Waterloo will aid in the research,.
design and construction of an earth -
sheltered dwelling, and will be
looking at the design and construc-
tion of wind -powered water pumps,
heat recovery and filtration systems.

The Minister of Colleges and
Universities has: told the, Legislature
that if there are too many '.applicants
to Ontario's twenty-two community
colleges this fall; many of those who

Legislature's` public accounts com-
mittee to look into its operation,
There has been a greatdeal of
discussion recently about the muse -
urn's finances and on how long it will
be closed to the public for renova-
' tion; The committee has asked the
Museum to supply financial informa-
tion fpr analysis by the Provincial
Auditor. However., the consent of the
Legislature is- necessary before the
Auditor can be directed to examine
the Museum's books.
Radioactive tritium, was recently
reported in .the municipal water
supply of, Pickering Township; and
was traced to leakage from the
Pickering nuclear plant. However,
the Minister of Energy has told the
Legislature that he has "positive
assurances from Ontario Hydro that
the traces routinely found in the
water present absolutelynodanger
to people, wildlife, plant life, scotch
drinkers, or anybody else".
