Leases land to Shell

If Shell Canada doesn't
find oil in Huron County it
won't be because county
council stood in the way.
Council agreed Thursday
to lease mineral rights on
1,186acres of county
owned land to Shell.
The lease, for one
dollar per year per acre,
is a ten year pact. Shell
leased all county owned
land between the Lake
Huron shoreline and
Highway 4. The bulk of
the property is in
Colborne, Ashfield, •East
Wawanosh and West
Wawanosh townships.
The lease on most of the
plots is subject to the
approval of the ministry
of natural resources. The
land is used for county
forestation projects and
the, province picks up
part of the costs for those
projects. The provincial
government does not
advocate private leasing
arrangements on publicly
owned land and in the
past has refused to
permit such leases.to be
granted.
County clerk Bill Hanly
said no word has yet been
received from the
province as to whether it
approves .of the leasing.
But he explained that the
lease with Shell may not
upset natural resources
• since, it contains a no -
entry clause.
He said the ministry is
anxious to protect the
forest land pointing out
that the Shell lease does
nothing to upset the
natural growth on the
•property. He said the
lease is for mineral rights
only and does not permit
Shell to go on the land for
any reason.
Hanly said he did not
know how County council
would react to a ministry
disapproval. He said
council may just go
ahead with the lease

spokesman for Shell, told
the development com-
mittee his firm was
anxious to get a handle on
the lands in Huron near
the lakeshore. He said
much of the land had
already been leased but,
explained that if oil is
found on one property

and theft at Conklin Lumber
Co. during the night of April
27. Stolen from this break in
was a quantity of new lumber
and other building material.

Johnson told council his
firm was not interested in
drilling test wells if it did
not have land surounding
those test sites leased. He
indicated at. the March
session of county council
that unless the county
granted mineral leases
no test drilling would be
done.
Johnson told council
seismic testing done in
the county last summer
had indicated there may
be oil deposits here. He
said it was impossible to
tell how much oil was
here or if there was any
just that there may be
some. h

committee. He said the
•search for oil was very
competitive and he could
not, for those reasons,
give anything away.
Hanly said the com-
mittee did not really
press Johnson for any
particulars on the test
well.
The lion's share of the
leased land is in Colborne
township. Almost one
third of the total acreage,
594 acres, is in Colborne.
Another 250 acres is in
East Wawanosh town-
ship, 150 acres is in Ash-
field, 99 acres in West
Wawanosh, 84 acres in
Stanley township, seven
acres in Goderich
township and two acres in
Hay.
Speculation in the
county offices indicates
that the test well will be
drilled either in West
Wawanosh or Ashfield
township.
Proxy voting
rules includes
more electors
• The proxy voting rules
have been. broadened- -to
-.nclude more ejectors in
Canada's 31st Federal Elec-
tion on May 22nd.
• Proxy votingallows anoth-,
er qualified. elector to cast
your ballot for.you if you will
be absent and unable to vote
on ordinary polling day, or at
an advance p011 or in the
office of the Returning Offic-
er for your district.
To vote by proxy, you must
take steps to appoint another
elector, called a proxy voter,
to vote in your place.
You will qualify for this
kind of voting if you fall in
any of these three categories:
1. a fisherman, mariner,
prospector, trapper, member
of an air crew, forestry crew
or topographical sirrvey
crew;
2. you have a medical
doctor's certificate indicating
you are ill or physically
disabled;
3. you are a full-time stud-
ent, away from home during
an academic term, and have
a statement from the regist-
rar, of your educational insti-
tution in Canada.
Proxy voting has been
permitted in previous gener-
al elections. But amend-
ments to election law rec-
ently have extended to air,
forestry and topographical
survey crews, and to trap-
pers, the proxy voting privil-
ege.
Both your natne and that of
your proxy voter must be on
the same voters' list.
Either you or your proxy
voter must present aii official
application for a proxy cer-
tificate to the Returning
Officer of your district, as
soon as possible after the
voters' list is posted -- but
not later than Friday, May
18th. An application form is
available from the Returning
Officer.
•If you are applying to vote
by proxy because of illness or
because you are physically
incapacitated, you must have
a certificate from a legally
• qualified medical doctor on
the doctor's letterhead paper
(containing the doctor's ad-
dress and phone number),
stating that the doctor per-
sonally has seen you.
• An elector may act as
• proxy for one other elector --
• but the names of both must
• be on the same list of electors
in the same polling division.
The proxy voter can cast his'
own vote on election day as
he casts the proxy vote.
Those who expect to be
• absent from home on election
-day normally- will vote if
possible at an advance poll or
at the office of the Returning
Officer.
• Advance polls are open 12
noon to 8 p.m. on Saturday,
May 12th, Monday, May
14th, and Tuesday, May
15th. Persons of advanced
age, who are disabled or ill,
or have reason to believe
• they will be unable to vote on
election day are the , main
categories that qualify for
advanced voting, provided
their names are on the
voters' list.
If you will be unable to
vote in an advance poll or on
normal election day, you may
vote in the office of your
district's Returning Officer -
from 12 noon to 6 p.m., and
from 7 p.m. to 9 pan. -- and
any da starting Monday.
May 7th and ending May
18th, except Sundays and
advance polling tlitys.
