association. He stated with re-
gret that Mrs. Lloyd was retir-
ing from office. Mr. McCut-
cheon also introduced the guest
speaker, Hon. Wm. A. Stewart,
minister of Agriculture and
Food in the Ontario govern-
ment.
BACK TO THE FOLD
Mr. Stewart opened his ad-
dress by predicting that with an
energetic candidate and'the full
support of party members the
riding of Huron-Bruce will be
"returned to the fold" and will
elect a member who will sit on
the government side of the
house. He said, "Make no mis-
take about it. John Robarts is
going to be elected again.
There is no doubt about that,"
The minister took some time
to list the many acts and sup-
port policies which have been
proclaimed to provide needed
assistance for Ontario farmers.
Among these are the milk mar-
keting act, the meat inspection
act, agricultural education
provided in four diploma schools
and at the Ontario Agricultural
College. He referred to the es-
tablishment of the Ontario Food
Council which brings together
producers, processors, distribu-
tors and consumers in an effort
to assure equitable returns to all
at fair prices.
Mr. Stewart said that in re-
cent years, under the Robarts
administration, the Junior Far-
mer Loan Establishment Act was
amended to provide for loans up
to $40, 000 rather than the $20,-
000 previously allowed.
He said that crop insurance
has been made available for
both fall and spring grains and
will shortly be extended to oth-
er crops. Farm management
specialists have been provided
to aid farm operators and farm
engineering specialists are now
prepared to provide guidance on
building problems.
The speaker referred to the
tremendous benefits which have
been made available to farmers
by the extension of Hydro :ter,
vices to all parts of the pro-
vince and said that this exten ,
sion was made possible only by
financial assistance froth the
government for the construction

$4, 000 on very favorable terms.
CAPITAL GRANTS
A new and very promising
piece of legislation has to do
with capital grants to farmers
who can profit by the invest-
ment of money in improve-
ments to their farm holdings.
Mr. Stewart stated his firm be-
lief that this type of assistance
which is designed to increase
the efficiency of the farmer's
operation, is vastly superior to
subsidies on his products.
The speaker referred to the
federally-established price of
$4.75 per hundredweight for in-
dustrial milk, and the fact that
provincial money provides for a
big part of this increased price.
He said that grants for outlet
drainage works under the ARDA
plan have been increased from
one-third to two-thirds of the
cost.
Last year a system of loans
was established to aid those who
had suffered crop losses due to
bad weather conditions. The
loans are spread over a period
of five years with no interest the
first year and then only 3% in-
terest for the balance of the
loan period. He said that farm-
ers in Huron County have re-
ceived $318, 666 under thisplan
and that Bruce farmers have re-
ceived $930,851. Interest-free
loans are also available for the
purchase of seed, fertilizer and
herbicides by those who have
suffered crop losses.
NO EASY ANSWERS
The minister said that there
are no easy answers to the prob-
lems confronting farmers where
their income is concerned. A
committee has been set up for
the express purpose of studying
the farm income problem and a
firm of economists has been re-
tained to assist in the study.
Departing from the specifics
of agriculture, Mr. Stewart re-
ferred to the statement recently
made by the leader of the oppo-
sition that his party, if placed
in power, would provide 800/oof
all education costs across the
province. The speaker said this
is utter nonsense. At the present
time municipalities in Huron
and Bruce receive grants which
average 76.14% but that the
grants are lower in the larger
centres of population where
more taxpayers are available to
bear the costs of education.
"Where is the money to come
from?" asked Mr. Stewart. "The
people of this province are not
so gullible as to believe that
any government can throw mon-
ey away without increasing tax-
es."
He quoted Provincial Treas-
urer Charles tviacNaughtort's an-
swer to the leader of the oppo-
sition on this question. Mr.
MacNaughton stated in the
house that if 80% of education
costs were to be borne by the
provincial government it would
require an increase of 16% in
the personal income tax, or 12%
more in corporation tax, _or Oa
increase in the provincial sales
tax, Another alternative would
be an increase of 17¢ in gaso-
line tax.
Mr. Stewart concluded his
address by art appeal to the PC
association members to get be-
hind the new candidate and
bring the riding back to the
fold.
