Pursuant to the instructions of your council we have audited
the books and records of the Town of Wingham and respectfully
eerport thereon as follows:
The Revenue and Expenditure Account for the year shows a
deficit of $2,792.47. The prior years deficit was not levied for
Its 1964.
The Waterworks System Shows a Surplus for the year of
$$,653.65.
The Capital and Loan Fund Balance Sheet shows a liability
tO the C.M.H,C. In the amount of $44,040.03. Another $71,452,96
Welch has been contracted for, is yet to come from the
Inunediately upon receipt of these funds, they will be used to
reduce the liability to the Ontario Water Resources Commission
for the Sewage Lagoon.
In 1963 and 1964 the Wingham, Waterworks has paid to the
town the sum of $36,000.00 collected from water rates to be used
for payment of the sewage lagoon. This amount has been placed
• ha a special reserve fund which has been reduced by the first
payment to bhe Ontario Water Resources Commission applicable
to 1964 of $5,769.00, The balance of this reserve as at 31 Dec-
ember, 1964 is $30,231.00. These transactions have not affected
the deficit for the year of $2,792.47.

AUDITOR'S OPINION
Subject to the qualifications and explanations set out above,
we hereby report that in our opinion:
(1) The financial transactions which have come under our
notice have been within the powers of bhe municipality.
(2) The audit has been conducted in accordance with the
instructions of the Department of Municipal Affairs.
(3) The financial statements present fairly the financial
position of the .municipality as at 31 December and the results
of its operations for the year ended on that date.
