Members Meeting, July 27, 1989, Clinton,
8:30 p.m. —
President Chris Palmer welcomed ever-
yone to the meeting. The minutes of the last
meeting were approved as printed on a mo-
tion by Paul Klopp, seconded by Bob Harri-
son. Carried.
Several bills were passed on a motion by
Doug Garniss, seconded by Brenda McIn-
tosh. Carried.

Ground Hog Day Committee: Larry
Plaetzer explained the committee's position
on the abandoned railway line from Goder-
ich to Guelph and read a resolution from the
committee that the Huron federation en-
dorsed: "WHEREAS the CPR rail line prop-
erties through the Townships of Grey, Mor-
ris, East Wawanosh, Hullett, and Colborne
in Huron County were abandoned as of Janu-
ary 1, 1989; and
WHEREAS an Interministerial Com-
mittee on Railway Abandonment reporting
to the Ministry of Transportation and Com-
munication, Province of Ontario, is studying
optional uses for this land; and
WHEREAS almost 100 per cent of the
adjacent landowners in the Townships of
Grey, Morris, East Wawanosh, Hullett, and
Colborne strongly oppose the development
of a public access trail or parkland in this
region for many valid reasons; and
WHEREAS agriculture and agricultur-
ally related industry is of prime importance
in Huron County, and reforestation and
water and soil conservation are essential for
the protection of agriculture and the environ-
ment;
BE IT THEREFORE RESOLVED that
we urge and recommend that the land be
returned to the farming community for agri-
cultural reclamation or reforestation as de-
termined by the rural landowner and the
municipality." Moved by Larry Plaetzer,
seconded by Doug Gamiss. Carried.
This resolution was to be presented on
August 3 at the Interministerial Committee
hearing; copies of our endorsement were
also sent to the Honourable Jack Riddell and
the County Court House, Goderich.
"The OFA policy on a situation such as
this is for the land to go back to the land-
owner," stated Ed Segsworth, present as an
OFA executive member.
Murray Cardiff, our MP for Huron -
Bruce and parliamentary assistant to agricul-
ture minister Don Mazankowski, was

speaker for the evening. Murray was intro-
duced by Bob Harrison.
Topics Murray touched on were: FCC,
crop insurance, tripartite stabilization, tax
rebates. Some very lively discussion was
held, followed by questions from the audi-
ence. Mr. Cardiff was thanked by Larry
Plaetzer.
The following resolution was presented
by Jerry Jaretzke, seconded by Len Palmer:
"WHEREAS when people buy a house in the
city near the railroad tracks or near an indus-
trial area, the location as is, they know there
would be noise or smell; and
WHEREAS when they buy a house in a
ritzy area, they know what they are buying
and therefore buy as is; and
WHEREAS people buying in rural areas
are getting special treatment, requiring cer-
tain distances from farm buildings at the
expense of the farming community,
THEREFORE BE IT RESOLVED that
all distance requirements for farm buildings
in the country be eliminated so farmers are
not in any way restricted in their farming
operation,
AND FURTHERMORE that the agri-
cultural restriction zone requirement of
2,000 feet (over 120 rods) be dropped,
THEREFORE BE IT RESOLVED that
the OFA take the necessary steps to have
