R. 2, Dublin 345-2942 • The Rural Voice is provided to Perth County Pork Producers by the PCPPA TRIPARTITE PAYOUT Agriculture Canada recently announced that the fourth-quarter support level will be $168.80. As the national price was only $122.11/ckg, this translates into a payout of $37.08 per hog. The support levels for the next two quar- ters (1989 Q1 and Q2) will fully reflect the higher feed costs of 1988. The support levels are estimated to be $172 and 179/ckg. Hog price is the big question for the first half of 1989. A national price of $130/ckg for the first quarter would produce a payout of $42/ ckg or $33.60 per hog. A lower national price, for example $125/ckg, would produce a support payment of $37.60 per hog. These estimates are based on current cash costs plus 92 per cent of the five-year margin. The premium for the second quarter of 1989 will be $3.10 per hog. COUNTERVAIL ACTION The NPPC filed a petition for counter- vailing duties on fresh and frozen pork from Canada on January 5. This action had been rumoured last year and was confirmed when the petition was presented to the Interna- tional Trade Commission. The claim is that the packing industry is subsidized, directly as well as through subsidies to producers. The Canadian Meat Council is defend- ing against the action and the Canadian Pork Council has offered to help if it can. The first hearing was in Washington January 26. If the International Trade Commission finds there is "preliminary injury," the case would proceed to the U.S. Commerce Department to determine if countervailable subsidies are being paid to the packing industry. A posi- tive result could cause duties to be assessed against pork products as early as April, 1989. QUEBEC SELLING SYSTEM Quebec farmers expect to begin a new hog selling system by the end of February, incorporating many features of the Ontario system.
