Growers, the National Farmers Organi-
zation, and the National Farmers Union
from the U.S. railed against government
enhancement schemes which had
shipped surplus grains out of the country
prior to the drought.
"They didn't subsidize the Ameri-
can farmer, they subsidized the con-
sumer, in this case Russia," Carl King of
the American Corn Growers shouted.
"Cargill is the only one who got rich out
of that subsidy, yet they blame us."
Inside, Brian Mulroney finished his
speech to the Mid -Term Review of the
Uruguay Round. He noted that "we can
lose sight of the real impact which our
decisions have on the working people of
our countries. Think of our farmers.
They must confront not only the chal-
lenges of nature, but also the devastating
impact of shortsighted and trade -dis-
torting agricultural subsidies."
"Farmers are looking for results in
Montreal. They can no longer survive
on a diet of promises," he added, appar-
ently to support the idea that the march
outside was in support of GATT. But he
did note that global trade can bring some
economic dislocation.
Following the speech by the Prime
Minister, Minister for International
Trade John Crosbie explained to the
delegates, again, that the marchers out-
side were supporting the Mid -Term
Review.
Outside in the minus 12 degree tem-
perature of the plaza, the mixture of
French, English, and Japanese speeches
ended. The "supporters of GATT" went
to their buses, not realizing how the
march had been interpreted at the talks.
About 900 delegates representing
103 countries attended the talks. Media
representatives numbered about 400.
The positions taken by the U.S. in
support of the eradication of all "trad-
ing -distorting subsidies" by the year
2000 and the protectionist position
taken by the European Economic Com-
munity appeared to be diametrically
opposed.
But the Mid -Term Review still may
accomplish a breakthrough in the area
surrounding the support of agriculture.
The GATT committees, which keep on
working after the members have gone
home, will likely be assigned to study-
ing the consequences of the removal of
protection for agriculture.°
