IN DEFENCE OF
DEBT REVIEW
We are indeed fortunate in this
country to be able to express our
views without fear of governmental
oppression; however, I must reply to
the opinions as expressed by Robert
King in a recent letter to your publica-
tion.
He has, in several articles, con-
demned the Federal Debt Review
Board process, its function, and the
people who unselfishly give of their
time to help others.
I am positive that for many of
those involved within the review pro-
cess the system is not perfect; how-
ever, it is a fact that there has never
been nor is there likely to be any
system that meets everyone's criteria.
The process does, however, provide
an invaluable avenue of assistance to
many in the farm communities across
this country.
It is unfortunate but there are those
for whom there is no choice but a
change of vocation. We cannot and
should not provide an avenue that
guarantees survival for all. There are
those in farm organizations who claim
the government must ensure viability.
This, of course, is ludicrous. None of
us has the right to succeed, only the
right to try.
Mr. King talks about those for
whom an agreement has been reached
and the uncertainty of their viability.
I can assure Mr. King that those who
really want to succeed will; others
may fail.
I have spent some eight years in-
volved directly with the farm financial
business and have analyzed many hun-
dreds of farm operations. There are
many factors that have created, en-
hanced, and promoted the financial
crisis: commodity prices, capital ex-
penditures, management capabilities,
agricultural policies, physical and
mental capacity, just to name but a
few. It is for these very varied reasons
that we cannot guarantee success or
viability.
The concept that review boards
should have the power to enforce an
agreement would I am sure only serve
to distance agriculture even further
