sometimes when they are frustrated they
can blame some other level."
Huron County 4-H leaders, like the
Ontario 4-H Leaders' Association, want
the 4-H age to be lowered to 10 or 11.
Huron 4-H swine leader Ron Shelley
has for several years wanted the age to
be lowered. "The people in head office
sat in their swivel chairs and told us we
couldn't have it," he says.
Swine, dairy, sheep, poultry, and
beef club leaders voiced their concern
that 4-H lessons are too complicated.
Sandra Shelley agrees. She has
come up through the ranks of the 4-H
program and says 4-H has to be fun, not
an extension of school work.
"Lesson material is just to heavy for
a first-year 4-H member. I went through
the material and I took some of that in
college ... If we senior members don't
know what's going on, and the leaders
don't know what's going on, how can
we teach the 4-H kids?"

WORKING POOR?
Land -rich, cash -poor farm families
are counted among Canada's 3.6 -mil-
lion poor in a new poverty profile pub-
lished by the National Council of Wel-
fare.
They work full-time, don't make
enough money to live on, but also own
too much to be eligible for social assis-
tance, says Gayle Gilchrist James,
council chairperson.
She added that the poverty line for a
rural family of four is $16,000, com-
pared with $22,000 for cities with more
than 500,000 people.0

tractor that can move sideways.
The KAMTRAC has a frame design
with wheels of the same size so that
axles can be equally loaded.
A Soviet news agency reports that
the sideways motion "is very convenient
