Other committees also complained of slow to no co-operation from the OFA offices in Toronto. Andy Carpenter sent a good report on the problems facing the ARDA pas- ture. The ARDA pasture committee requested input from District farm or- ganizations. Once again, low cattle numbers in the District are forcing diffi- cult decisions on the pasture committee. Strong opposition to the ARDA pas- ture was voiced by many of the direc- tors. With no direct benefit to these directors, the ARDA pasture concept was labelled an OMAF mistake. This negative attitude towards other people's problems is a modern one which appears to be spreading through most agricultural organizations. It is hoped that the Cattlemen's Association and milk producers will have more pos- itive input for the pasture committee. Paul Heyens reported on changes to the Northern Ontario Development Program. New grants will be available towards purchasing computer software, inspection fees for growing certified seed, and fencing for rotational grazing, but not for fertilizer. Funds were set aside for the Rainy River Cattlemen's Association towards the cost of satellite sales and upgrading facilities. Many producers do not real- ize that the RRCA has continued to operate by obtaining government grants the past few years. The welding courses organized by president George Hyatt and Confedera- tion College have been a tremendous success. Carman Sheppard of Emo has been doing an excellent job teaching welding courses to three groups. President George Hyatt noted that the RRFA has sent a letter to Gordon Hill, chairman of the Crop Insurance Commission, complaining of the prob- lems District farmers have with the hay insurance plan. Copies of the complaint were sent to the Ministers of Agriculture and Northern Development. After the driest summer on record in the District, the drought insurance plan still did not pay out.
