concern that they had to compete
against Canadian grain delivered to
border points with little transportation
cost while U.S. grain carried all of
these similar costs.
FIRA (Federal Investment Review
Agency) reviewed many takeovers in
Canada, discouraged a great deal of
job -producing investment, and turned
down very few. There has been little
change in investment patterns since
the changes in FIRA, other than the
message that we are now interested in
the benefits of investors. We retain
reviews on investments in the oil, gas,
and uranium sectors. During the
same period, massive amounts (plus
or minus $30 billion) of Canadian
investment money has gone to the
U.S. because of tariffs.
We are a strong nation with a
distinct identity. We have not given
economic control to anyone and our
parliamentary system is not threat-
ened.
In my view, this government has
made a strong agreement in the face
of a threat to our prosperity. A win-
dow of opportunity has been opened
and we must step through.°
