she is convinced that we need this agree-
ment, she is not at all sure that it will
pass, either in Canada or in the U.S.
RUGMAN: CANADA GAINS
Alan Rugman, an economist in the
Faculty of Management Studies at the
University of Toronto, looked at free
trade in terms of dollars and cents.
Canada, he said, will benefit greatly
from the pact. Canadian exporters are
able to respond to the vast U.S. market,
which means that Canada will have the
opportunity to expand by 90 per cent
while U.S. firms will only have a 10 per
cent potential.
The bilateral review panel, he
added, not only has binding powers, but
will be replaced by laws within five
years.
Failing to finalize an agreement
would mean a greater capital outflow,
and small businesses and farmers would
be among those who would suffer most,
he said.
LATIMER: NO GUARANTEES
Robert Latimer, special trade policy
advisor to Premier Peterson, backed
away from an argument with Rugman.
He said he did not agree that the
review process is sufficient protection
against U.S. political decisions.
The best that Canada was able to
obtain in terms of a settlement mechan-
ism in the event of disputes, he said, is
a vague promise to get laws in place in
the next five to seven years.
DOUCET: SOLUTIONS NOW
Gerald Doucet, prominent in the
retail trade with the Gloucester Organi-
zation Inc., said that the more he looks at
the deal, the more he believes it is good
for Canada and for agriculture. One
must compare having the agreement, he
said, to what the situation would be
without a deal.
The effects of the deal on fresh fruit
and vegetable growers is still unknown,
he added, but the safeguards under the
Canada/U.S. deal are better than those
under the General Agreement on Tariffs
and Trade.
Doucet added that there will be spe-
cific problems and the federal govern-
ment must help in these cases.
Problems in agricultural trade, he
said, must be addressed now. "We can't
wait for GATT. It may take 10 or 12
years to conclude." 0
