grams and subsidies, quotas and tariffs,
they have all contributed in negative
ways. Developing countries that de-
pend on one single export crop really
suffer when prices plummet and stay on
the floor for years. If they depend on
export revenues to bring in essentials
like pesticides or to repair equipment,
life becomes unbearably difficult and
often chaotic.
INTERVIEWER: Is there much co-
operation among governments and in-
ternational agencies to address these
challenging issues?
DR. TRANT: I'm glad you said chal-
lenging, because I am an optimist.
There are a lot of encouraging signs. At
the last meeting in Beijing, we had the
ministers agree to tell the world the
hunger problem is increasing at a time
when most people have lost sight of this.
Agriculture is finally going to be in-
cluded in the new round of General
Agreement on Tariffs and Trade talks,
and the ministers of the Organization for
Economic Co-operation and Develop-
ment have agreed to provide more aid to
the least -developed countries.0
