HCFA MEMBERS' MEETING HELD JULY 8
A good crowd of 50 attended our
July meeting to hear Bill McEachern of
Grand Bend, a former employee of
Revenue Canada and now a private tax
and financial advisor to farmers, talk
and answer questions about the "White
Paper on Tax Reform" presented by
Michael Wilson.
McEachern says that if the white
paper becomes law, only tax account-
ants will benefit while legitimate farm-
ers will wind up the big losers.
If the reforms are passed by parlia-
ment, he said, Canadian farmers will
still be required to file an annual tax
return on a cash basis, but they will also
have to file a statement of accrual in-
come, which will make the accounting
so complicated that few farmers will be
able to handle it themselves.
"It will be a real gold mine for ac-
countants from here on in," he said,
adding that the new system will also
help the civil servants in the tax depart-
ment.
McEachern added that he will be
surprised it the white paper is passed in
its present form — there will be massive
opposition from both federal and pro-
vincial agriculture ministers as well as

Merle Gunby, Tony McQuail, Maurice Bean, Gordon Hill, and Phil Durand,
extends a special thank you to MC for the day Bruce Whitmore as well as to the
volunteers who helped at the bar, with the food line, and taking tickets. As a
result of the help and co-operation of many people, the day was a great success!

OFA.
The reforms will come as a great
boon to those whose major source of
income is from off -farm employment.
These people will be allowed to deduct
up to $15,000 in losses against other
income compared to the $5,000 allow-
able under the present system, he said.
If the reforms become law farmers
could be hurt badly in other ways as
well, he added, since both block
averaging and forward averaging of
farm income will be disallowed under
the new system.0
