At present, the western price for barley is above the export price, so substituting barley in rations is likely to occur only in domestic feed. Some people estimate that demand for barley may increase in price by five to ten cents a bushel. However, no effect on the price of feed wheat is expected. Another possibility is that increases in the demand for barley may not occur until after May, when Canadian corn supplies begin to diminish. If millers, the largest purchasers of corn, or manufacturers of corn syrup import corn, process it, and export the finished product, they are subject to drawback privileges which refund the price of the duty paid. Whether the refund will cover the entire duty or just a portion is unknown. (Corn can be broken up into four basic components, and so only a portion of the corn is said to be exported). At first, the duty applied only to whole corn, and many millers were hoping to import cracked, semi -processed, or vitamin -enriched corn at lower prices.
