Elston said he believes that Americans consider bi-laterial negoti- ations with Canada useful only if they benefit the U.S. Canadians must therefore expand their work on the international level, despite the fact that accomplishments come slowly. There are no quick solutions and no easy solutions, he added. The minister said that Canada must find ways to support its agriculture until the major international players slacken their subsidy competition. Substantial Canadian programs, both provincial and federal, are needed, he said.
