and what we call subsidies, they don't
... and they get away with it.
Briefings were given by all major
countries, and one conclusion to be
drawn is that the U.S. is so concerned
with creating domestic subsidies to
undermine the EEC that the effect of
such subsidies on Canada does not rate
as a concern, Elston said.
Canada is like a rowboat near a
couple of large liners, he said. The
rowboat may be swamped, but
that's just too bad. Elston also likened
the Canadian tariff on U.S. corn to a
rowboat ramming a supertanker.
Elston said he believes that
Americans consider bi-laterial negoti-
ations with Canada useful only if they
benefit the U.S. Canadians must
therefore expand their work on the
international level, despite the fact
that accomplishments come slowly.
There are no quick solutions and
no easy solutions, he added.
The minister said that Canada must
find ways to support its agriculture
until the major international players
slacken their subsidy competition.
Substantial Canadian programs, both
provincial and federal, are needed, he
said. "I hope we can afford it."0AV
MEAT GETS BOOST
February has been designated as
Canadian Meat Month for the third
time, and once again the red meat
industry will co-operate to spread the
message that Canadian beef, pork,
lamb, veal, and processed meats are
foods that fit well in a balanced diet.
Seminars for health professionals,.
media, and educators are planned across
the country. These seminars will
focus on issues surrounding low-fat
diets, Canada's meat -inspection sys-
tem, and the role of meat production in
the world food chain.
Retailers will once again be offered
point of sale materials to dress up their
meat counters.

the Canadian Pork Council, the Beef
Information Centre, the Canada Sheep
Council, the Canadian Meat Council,
