The Rural Voice, 1999-08, Page 21vision. It must be segregated based
on functionality."
With
the significant capital
investment, he said there
must be reasonable expec-
tation
x c-tation of return.
"Identity preserved is not for
everyone. There must be the ability
to upgrade with consideration for the
economics."
The fundamental component for
success in the identity preserved sys-
tem is good operating practices, he
said. "You must say what you do, do
what you say and prove it. There
must be documented policies and
procedures."
Though this task may seem daunt-
ing, Buttenham said there is no rea-
son to be fearful. In many cases it is
just a matter of putting current prac-
tices in black and white.
However, for Ken Nixon, chair of
the Ontario Wheat Marketing Board.
the idea of identity preserved and the
required contracts is restrictive.
He believes contracts and identity
preservation restricts shipping flexi-
bility and is not perceived as a posi-
tive when the board is trying to grow
the industry.
Growers may also face barriers he
said, with regards to access to seed
and delivery places and times.
Elevator operators may have a dif-
ficulty limiting slippage, he said.
"How tight does it have to be held. Is
even one per cent too much?'
At the next stage of the
process, Don Wright, a wheat
buyer for Nabisco, put forth
the question as to when identity
preservation is needed.
Dealing with soft white wheat for
most of their 140 years, Wright said
there was no need for separation at
Nabisco.
"Even with new varieties, they
milled the same and we blended for
consistency. There needs to be a rea-
son to segregate."
Despite these doubts, C&M sees
its new Patriot variety having signifi-
cant potential to expand the acreage
